The Code Compliance Department is seeking a highly motivated and experienced Purchasing Supervisor to lead procurement operations and support the department’s purchasing needs. This position is responsible for managing the procurement of goods and services, developing and administering vendor contracts, and ensuring compliance with all City policies and procedures.
The ideal candidate will bring a strong understanding of the operational characteristics and services of a comprehensive public purchasing program. They will be well-versed in modern and complex procurement principles, contract administration, and negotiation techniques, with the ability to supervise purchasing operations efficiently and effectively. This role requires a proactive leader who can provide guidance on purchasing strategy, foster strong vendor relationships, and deliver exceptional service to internal stakeholders.
Minimum Qualifications:
- Bachelor’s degree from an accredited college or university with major course work in business administration, economics, accounting or a related field
- Four (4) years of responsible purchasing or materials management experience
- One year of administrative and/or lead supervisory experience.
Preferred Qualifications:
- Principles and practices of Business Administration and Governmental/Public Purchasing
- Knowledge of complete purchasing process.
- Financial management software/systems and purchasing systems (e.g. PeopleSoft, ERP, SAP, etc.).
- Strong Microsoft Word, Excel, and PowerPoint computer skills; and
- Strong customer service, written and verbal communication, and documentation skills

The Purchasing Supervisor job responsibilities include:
- Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; and making hiring, termination, and disciplinary decisions or recommendations
- Lead the department’s procurement functions, including reviewing, prioritizing and delegating procurement requests and activities; interpreting, implementing, and enforcing purchasing policies and procedures; and providing training and guidance on purchasing matters,
- Prepares bid specifications and other necessary documents related to the purchase of equipment, materials, services, and supplies
- Participates in the purchase of equipment, materials, services, and supplies
- Solicits bids from appropriate vendors; compares costs and evaluates the quality and suitability of equipment, materials, services, and supplies
- Prepares Mayor and Council communication for new agreements, the extension of existing contracts, and other information as necessary
- Performs other related duties as required

Physical Demands
Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.
