The Code Compliance Department is seeking an experienced and detail-oriented Management Analyst II to lead the department’s purchasing operations while performing advanced financial analysis and data-driven decision support. This position is ideal for candidates with a strong accounting or finance background who are eager to combine procurement oversight with complex data analysis and budgetary planning to support the department’s mission.
The successful candidate will be responsible for supervising purchasing activities and ensuring compliance with City policies, municipal procurement regulations, and internal controls. They will manage vendor contracts, including negotiation, renewal, and performance evaluation, and will review and approve purchase requests and requisitions to ensure alignment with budgetary and departmental needs. In addition, the candidate will conduct comprehensive analyses of financial data, operational performance, and budget forecasting, identifying opportunities to streamline processes, implement procurement best practices, and achieve cost savings. They will collaborate with internal stakeholders to align purchasing with operational priorities, lead and mentor purchasing staff, and promote high performance and adherence to departmental policies. The successful candidate will also develop scopes of work and bid specifications for procurement needs and will serve as the primary point of contact for the department’s purchasing activities, ensuring timely, compliant, and cost-effective acquisition of goods and services. This role requires a strategic thinker who can transform data into actionable insights while effectively managing procurement operations and staff to achieve departmental goals.
Minimum Qualifications:
- Master’s degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related field
- Two (2) years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experience.
Preferred Qualifications:
- Degree in Accounting with at least three (3) years of experience in accounting or financial analysis.
- At least three (3) years of governmental/public purchasing experience.
- Experience with PeopleSoft procurement and Bonfire software.
- Advanced Microsoft Excel skills, including pivot tables, complex formulas, and linking worksheets across workbooks.
- Two years of lead/supervisory experience.
The Management Analyst II job responsibilities include:
- Oversee purchasing operations, including purchase order approvals, contract management, vendor selection, and compliance with procurement policies.
- Supervise, mentor, and evaluate purchasing staff to enhance performance and adherence to best practices.
- Monitor, audit, and reconcile departmental purchase orders, receipts, and vouchers to ensure compliance with the Prompt Payment Act
- Monitor vendor performance and contract compliance, addressing non-performance issues, disputes, and invoice discrepancies. Ensure service levels are consistently met and manage contract terms to prevent service interruptions.
- Gather and analyze data/statistics to identify trends and inform decision-making.
- Assist with year-end accruals and audit schedules, ensuring compliance with financial reporting standards.
- Provide analytical support and organizational analysis to enhance efficiency and effectiveness.
- Collaborate with internal stakeholders to align procurement decisions with departmental and City objectives.
- Assist in the creation and review of Mayor and Council communications, ensuring clarity and accuracy.
