Make your impact within a rapidly growing fintech company

We are seeking an experienced Senior Product Counsel to join our legal team, focusing on regulatory compliance and legal review for BILL's money transmission and card products. This role requires expertise in financial services regulations, payment network rules, and marketing compliance for financial products.

Key Responsibilities

Product Legal Review & Compliance

  • Conduct comprehensive legal review of money transmission products, including regulatory compliance analysis and risk assessment
  • Oversee legal aspects of card products, including acquiring and processing operations
  • Ensure compliance with state money transmission laws, licensing requirements, and ongoing regulatory obligations
  • Review and analyze payment network rules and regulations for Visa, Mastercard, and American Express
  • Monitor NACHA Operating Rules compliance for ACH transactions and related products

Regulatory Expertise & Analysis

  • Stay current on evolving state money transmission regulations, including licensing, reporting, and operational requirements
  • Interpret and apply federal financial services regulations including BSA/AML, EFTA, Regulation E, and UDAAP requirements
  • Analyze regulatory guidance from CFPB, FinCEN, and other federal agencies impacting product development

Marketing & Advertising Compliance

  • Review marketing materials, product disclosures, and customer communications for compliance with applicable laws and regulations
  • Ensure adherence to CFPB advertising rules, state consumer protection laws, and FTC guidelines
  • Collaborate with marketing teams to develop compliant promotional strategies for financial products
  • Review and draft terms of service, as applicable

Cross-Functional Collaboration

  • Partner with product, engineering, and business teams to provide legal guidance during product development lifecycle
  • Work closely with compliance team to implement regulatory requirements into operational processes
  • Support business development initiatives with legal analysis of partnership agreements and vendor relationships

Required Qualifications:

  • Juris Doctor (JD) from an accredited law school
  • Active bar admission in good standing
  • 7+ years of legal experience in financial services
  • Minimum 2 years of experience focused on payments and money transmission & in a product counsel (or equivalent) role

Preferred Qualifications (any combination of the following):

Specialized Regulatory Knowledge

  • Knowledge of state money transmission laws and licensing frameworks across multiple jurisdictions
  • Understanding of payment network rules (Visa, Mastercard, American Express) including operating regulations, compliance programs, and dispute resolution processes
  • Familiarity with NACHA Operating Rules, ACH processing requirements, and related payment systems regulations
  • Working knowledge of federal financial services laws including BSA/AML, EFTA, Regulation E, FCRA, and consumer protection statutes
  • Knowledge of emerging payment technologies and digital banking regulations
  • Familiarity with state consumer lending laws and regulations
  • Experience with international payment regulations and cross-border compliance issues

Professional Experience

  • Previous experience at fintech companies, payment processors, or money transmission businesses
  • Experience with regulatory examinations and enforcement proceedings
  • Experience working with cross-functional teams in technology-driven financial services companies

Core Competencies

  • Strong analytical skills with ability to interpret complex regulatory requirements
  • Excellent written and verbal communication skills
  • Ability to work in fast-paced environment while managing multiple priorities

This hybrid role requires in-office work (Mon, Tues, Thurs) at either our San Jose, CA or Draper, UT office. Candidates must be U.S. work authorized with no current or future sponsorship needs and live within 45 miles of one of these locations or relocate by the start date. Fully remote work is not available for this position.

The estimated salary  range for this role is noted below for our San Jose based role.  Our ranges for each role and job level are based on a variety of factors including candidate experience, expertise, and geographic location and may vary from the amounts listed above. The role is also eligible for a competitive benefits package that includes: medical, dental, vision, life and disability insurance, 401(k) retirement plan, flexible spending & health savings account, paid holidays, paid time off, and other company benefits.

San Jose pay range

$197,600 - $247,500 USD

The estimated base salary range for this role is noted below for our office location in Draper, UT. Additionally, this role is eligible to participate in BILL’s bonus and equity plan. Our ranges for each role and job level are based on a variety of factors including candidate experience, expertise, and geographic location and may vary from the amounts listed above. The role is also eligible for a competitive benefits package that includes: medical, dental, vision, life and disability insurance, 401(k) retirement plan, flexible spending & health savings account, paid holidays, paid time off, and other company benefits.

Draper UT pay range

$168,000 - $210,400 USD
