Multiple Award BPA Program Manager
540 is looking for a Multiple Award BPA Program Manager that will lead the overall management, growth, execution, and delivery of a large-scale federal Multiple Award Blanket Purchase Agreement (BPA) or Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle. This person will serve as the senior leader responsible for coordinating task order capture and proposal efforts, managing awarded task orders, overseeing subcontractors and teaming partners, ensuring strong contractual and financial performance, and maintaining trusted customer relationships throughout the life of the vehicle.
This role requires extensive experience leading technology-focused federal contract vehicles at significant scale, including Multiple Award BPAs or IDIQs valued at $500M or greater and responsibility for portfolios exceeding $100M in awarded task orders. The ideal candidate has successfully managed multiple concurrent task orders from opportunity identification and proposal development through award, transition, delivery, performance management, and closeout.
This position will support a large and evolving federal technology portfolio that may include software development, cloud, DevSecOps, cybersecurity, data, artificial intelligence, systems integration, and digital modernization efforts.
Location: Hybrid in Arlington, VA

HOW YOU’LL DRIVE IMPACT
- Provide executive-level management and oversight of a federal Multiple Award BPA or IDIQ with a total contract value of at least $500M and a significant portfolio of awarded task orders
- Manage multiple concurrent task orders of varying size, scope, technical complexity, contract type, customer, and period of performance
- Lead the full task order lifecycle, including opportunity assessment and qualification, capture strategy, solution development, proposal planning and development, pricing coordination, proposal submission, negotiations, award transition, staffing, delivery, performance management, modifications, option periods, and closeout
- Partner closely with business development, capture, solution architecture, proposal, contracts, pricing, recruiting, finance, and delivery teams to develop compliant and competitive task order responses
- Manage multiple subcontractors and teaming partners, including workshare commitments, subcontractor performance, staffing, deliverables, financial management, and contractual compliance
- Establish and maintain integrated governance across all task orders to ensure consistent program management, reporting, quality, risk management, financial controls, and customer engagement
- Monitor task order performance against contractual requirements, schedules, budgets, staffing plans, SLAs, KPIs, and other performance measures
- Identify and resolve program-level risks, issues, dependencies, staffing challenges, and performance concerns across the task order portfolio
- Maintain visibility into BPA-level and task order-level financial performance, including revenue, funding, burn rates, labor utilization, subcontractor costs, forecasts, and profitability
- Serve as a senior point of contact with Government contracting, program, technical, and acquisition leadership
- Lead regular program reviews, customer meetings, subcontractor reviews, and executive reporting
- Support BPA growth by identifying upcoming task order opportunities, understanding customer priorities, shaping requirements where appropriate, and coordinating task order pursuit strategies
- Ensure compliance with applicable contract requirements, Federal Acquisition Regulation provisions, organizational policies, security requirements, and quality-management processes
- Develop repeatable task order management processes, templates, dashboards, metrics, and governance mechanisms that support efficient execution across a large and evolving portfolio
REQUIRED SKILLS & EXPERIENCE
- 10+ years of progressively responsible experience managing federal government programs, Multiple Award BPAs, IDIQs, Governmentwide Acquisition Contracts (GWACs), or similar large contract vehicles
- Demonstrated experience managing a Multiple Award BPA or IDIQ valued at $500M or greater, including responsibility for a portfolio exceeding $100M in awarded task orders
- Demonstrated experience managing technology-focused BPAs or IDIQs involving one or more of the following: software development, cloud, DevSecOps, cybersecurity, data, artificial intelligence, systems integration, or digital modernization
- Demonstrated experience simultaneously managing multiple active task orders involving diverse customers, technical requirements, delivery teams, and contractual obligations
- Significant experience managing multiple subcontractors and teaming partners within a federal contracting environment
- Demonstrated experience managing the complete task order lifecycle, including task order capture, proposal development, solutioning, pricing coordination, award transition, delivery, performance management, modifications, and closeout
- Strong knowledge of federal acquisition, task order contracting, contract management, program financial management, subcontractor management, and performance management
- Demonstrated ability to lead large, geographically dispersed, and cross-functional delivery organizations
- Strong customer relationship management, executive communication, negotiation, problem-solving, and organizational skills
- Project Management Professional (PMP) certification

- Experience establishing BPA-level governance, standardized reporting, risk management, financial controls, and performance dashboards
