Product at A1M

Product managers at A1M help teams develop a product vision, craft a product strategy, and deliver software at government agencies using human-centered and agile approaches. They work in cross-functional, cross-organizational teams, often with policy experts and data specialists as well as engineering and human centered design (HCD) practitioners.

Product management in government involves weaving inputs from stakeholders, policy domain experts, users, and technical partners into a unified path forward. This is particularly true for the lifeline government healthcare programs that serve millions of people. Listening, communication, and prioritization skills are more important to success than technical or business innovation.

About this Role

As a Senior Product Manager, you will work with minimal guidance to carry out product management work with executive leadership. You will define a compelling vision, generate a clear strategy to achieve it, then work with the California Department of Health Care Services executive teams and partners to build out an agile roadmap for delivery. You are excited to build high functional teams and cooperative relationships.

It’s wonderful if you have a background in policy or healthcare, but you don’t need to have deep knowledge. What we do expect is that you enjoy building relationships across organizational boundaries and treat the contributions from other domains and functions as crucial for product success. Senior PMs do not have formal people management responsibilities, but skills in teaching and coaching are essential.

Leadership

  • Creates connections across practices and disciplines

  • Provides mentoring and training to help internal A1M co-workers improve their product management skills

Strategic thinking

  • Convenes cross-functional teams to develop the right products/solutions
  • Co-creates product vision with product teams and client stakeholders
  • Able to differentiate between client requirements and requests in order to deliver on effective product or program strategy
  • Excellent oral and writing communication, interpersonal, storytelling, and analytical skills, including the ability to present concepts and complex technical material clearly and persuasively to colleagues, partners, stakeholders, and senior executives.

Delivery

  • Delivers value within target timelines while balancing competing priorities
  • Break down strategy and vision into doable chunks
  • Plan for compliance processes
  • Strong attention to detail, problem solving, and hands-on project organizational skills.

Relationship management

  • Demonstrates experience building cooperative relationships and coalitions with empathy, creativity situational awareness, and tact
  • Effectively navigates and resolves conflicting organizational priorities
  • Excellent people skills with a focus on building relationships
  • Skills in communicating back to company leadership on contract status, results, and needs for the contract’s success

Bonus experience:

  • Lived experience navigating government services benefits for yourself or in behalf of others
  • Experience working with a social impact-focused product team or in civic tech
  • Experience working in government consulting engagements

Minimum Qualifications

Education, Knowledge and Experience

Bachelor’s Degree in business administration, design, computer science, cognitive science, human-computer interaction (HCI), human factors, or a related field and 7+ years of full-time related professional experience.

Your resume or portfolio should demonstrate:

  • Must have prior experience working in government (local, state, or federal)
  • Familiar with state and/or federal government delivery concerns such as ATO, FedRAMP, and PIAs
  • Critical thinking about the product development process
  • Delivering on projects from strategy through execution
  • Creating deliverables such as product roadmaps, OKRs, and user stories
  • Presenting and gathering buy-in on product judgment
  • Coordinating work in distributed, agile teams
  • Writing and presenting high-level editing and writing with limited supervision
  • Familiarity with modern web-based application development processes and tools

Nice, but not necessary:

  • Personal experience with government health and human services programs
  • Experience leading cross-functional teams in providing agile coaching services and wide-ranging curriculum on leadership, technology, and design
  • Familiarity with SAFe and flexibility in application of agile methodologies

Requirements

  • Our contracts require employees to work from the United States. That includes all 50 US states, the District of Columbia, and all US territories.
  • A1M employees must have been residents in the United States for 3 of the past 5 years.
  • Due to tax reasons, A1M employees cannot reside in New York state.
  • You must already have legal authorization to work within the US and not require ongoing visa sponsorship to maintain legal authorization to work.
  • Our partners primarily work on Pacific Standard Time (PST), and will require flexibility in your hours if you reside outside of PST. We do offer flexibility for non-work-related life responsibilities during the day.
  • Employees may be requested to travel quarterly to client site in Sacramento, CA.
  • Because A1M employees have access to government data and systems, new hires will need to complete a Public Trust form. Public Trust is a type of background investigation, but it is not a security clearance. Depending on the role, you must complete either the Standard Form 85 (SF85) or 85P (SF85P) questionnaire. You will at the very least get asked questions about where you’ve lived, worked, went to school, military history, police records, and substance use. You’ll also need to have your fingerprints taken.

This a full-time, permanent position. The salary range for this role is $125,000 - $140,000.
