Technology Delivery at A1M
A1M Technology Delivery Practice staff meet client and user needs by planning, building, and maintaining solutions that involve programming and scripting. Our practice includes product managers, software engineers, and data analysts. We analyze government client challenges and identify how best to help the client meet their goals, which may involve custom code, low code, and no code approaches.
Technology Delivery Practice staff work in cross-functional, cross-organizational teams with designers and policy subject matter experts. We approach challenges with flexibility, patience, thoughtful communication, and solid best practices in agile product management and development. We value high-trust teams.
About this Role
As an A1M Senior Product Manager, you work with minimal guidance to carry out product management work with cross-functional teams. You define a compelling vision, generate a clear strategy to achieve it, then work with teams and partners to build out an agile roadmap for delivery. You build relationships across organizational boundaries and treat the contributions from other domains and functions as crucial for product success.
Specific to this opening
As a Senior Product Manager (Business Analyst) you will act in dual capacity as a Product Manager/Owner and Business Analyst. You will apply your product mindset to translating complex Centers for Medicare and Medicaid (CMS) business processes into well-defined, testable user stories that will drive the development of a Salesforce-based application.
Skills and Responsibilities
Technical capabilities
- Lead delivery of complex, large-scale, or multiple products or platforms using agile methods
- Lead cross-functional teams, serving as a bridge between design, engineering, and policy team members
- Ensure quality of delivery, including through QA/testing, constructive feedback, and mentorship
- Define and align stakeholders on product vision, strategy, milestones, metrics, and outcomes
- Create and maintain product roadmaps and prioritized backlogs that integrate user needs and business needs, using appropriate client tooling such as Confluence, Jira, Github Issues, etc.
- Use user research, analytics, and feedback to guide product decisions
- Lead product discovery and validation across multiple user groups, products, or teams
- Communicate product progress, risks, and successes to stakeholders, team members, and clients
Communication and collaboration
- Build connections and relationships between people, teams/projects, and A1M and clients in ways that prevent and break down silos, enabling new opportunities for improved delivery.
- Get buy-in from relevant parties (teammates, team leads, government stakeholders, etc.) to make sure necessary work happens.
- Proactively recognize risks and conflicts within the team and clients, help identify approaches, and take action – manage up (understanding timing, context and other pressures, etc.) and escalate when appropriate.
Cross-domain understanding
- Initiate and drive projects that require working with multiple people in other disciplines and practices on challenging problems.
Government domain acumen
- Proactively identify and respond to government requirements or policy that may impact project work, such as accessibility, PRA, FOIA, acquisition regulations, and security compliance.
- Sufficient government understanding to anticipate needs of government partners and users, and be prepared to speak to them proactively.
Specific to this opening
- Work closely with program leadership, Salesforce Architect, Salesforce Developers, and QA to ensure that delivered functionality matches business intent
- Gather requirements through bi-weekly touchpoint sessions with CMS business owners, MES Leadership, State Officers, and Financial Management team members
- Document and maintain business process maps, workflow diagrams, decision logic, and data dictionaries that capture the as-is and to-be state of MESH submission, review, and approval workflows
- Author concise, testable user stories, epics, and acceptance criteria in Jira and facilitating CMS Product Owner review for accuracy and acceptance
- Drive prioritization recommendations to CMS Product Owners and articulate associated trade-offs to support data-driven backlog decisions, informed by business process analysis and user research
- Translate CMS regulations and sub-regulatory guidance (42 CFR § 433.111–433.116, 45 CFR Part 95, State Medicaid Manual, SMDLs) into platform requirements and validation rules for APDs, MDBTs, contracts, and certification artifacts
- Define business requirements for AI-assisted submission analysis, T-MSIS compliance integration, configurable workflow templates, automated 60-day acknowledgments, and integrated state profiles
- Plan, lead, and execute User Acceptance Testing (UAT); capturing feedback, tracking defects in Jira, and validating fixes
- Draft user and product documentation, including release notes, quick reference guides, training materials, and policy/process content, as appropriate
- Maintain current and accurate program documentation in CMS-approved tools (Confluence, Box, Roadmunk) to support enterprise-wide visibility
- Participate in agile ceremonies (PI/release planning, refinement, sprint planning, daily stand-ups, demos, and retrospectives)
Qualifications
8 years of relevant professional experience.
Your resume or portfolio should demonstrate:
- Prior experience working in government (local, state, or federal)
- Familiarity with federal government delivery concerns such as ATO, FedRAMP, and PIAs
- Critical thinking about the product development process
- Delivering on projects from strategy through execution
- Creating deliverables such as product roadmaps, OKRs, and user stories
- Presenting and gathering buy-in on product judgment
- Coordinating work in distributed, agile teams
- High-level editing and writing with limited supervision
- Familiarity with modern web-based application development processes and tools
Preferred:
- Experience working with a social impact-focused product team or in civic tech
- Experience working with distributed, cross-functional teams, including product managers, designers, engineers, and subject matter experts
- Experience working in government consulting engagements
- Personal experience with government health and human services programs
- Working knowledge of Medicare, the ACA, MACRA, Medicaid, or CHIP
- Familiarity with SAFe and flexibility in application of agile methodologies
- Degree in business administration, design, computer science, cognitive science, human-computer interaction (HCI), human factors, or a related field
Specific to this opening
- Strong analytical mindset with proven problem-solving aptitude and the ability to navigate ambiguous and rapidly changing priorities
- Strong business process mapping and requirements elicitation skills, including experience facilitating discovery sessions with senior government stakeholders
- A strong working knowledge of Medicaid Enterprise Systems, federal funding processes, and Salesforce-based applications
- Meaningful experience as a Salesforce Business Analyst or similar role, with deep familiarity with Salesforce objects, fields, page layouts, flows, reports, and dashboards
- Direct experience with Medicaid Enterprise Systems (MES), MMIS, T-MSIS, MBES, MacFin, or related programs
- Knowledge of Advance Planning Documents (APDs), Federal Financial Participation (FFP), and the Master Detailed Budget Table (MDBT)
- Salesforce Certified Administrator and/or Salesforce Certified Business Analyst
Applicant Requirements
- The current estimated length of the contract is approximately 12 months (June - June)
- Our contracts require you to work from the United States. That includes all 50 US states, the District of Columbia, and all US territories.
- Independent Contractors must have been residents in the United States for 3 of the past 5 years.
- Due to tax reasons, Independent Contractors cannot reside in the state of New York or California.
- You must already have legal authorization to work within the US and not require ongoing visa sponsorship to maintain legal authorization to work.
- You may be required to provide documentation, such as a business or professional license, and copy of insurance certificates demonstrating your ability to work as an independent contractor.
- Because independent contractors will have access to government data and systems, they will need to complete a Public Trust form. Public Trust is a type of background investigation, but it is not a security clearance. Depending on the contract role, you must complete either the Standard Form 85 (SF85) or 85P (SF85P) questionnaire. You will at the very least get asked questions about where you’ve lived, worked, gone to school, military history, police records, and substance use. You’ll also need to have your fingerprints taken.
- Our partners primarily work on Eastern Standard Time (EST), and will require flexibility in your hours if you reside outside of the EST zone.
- This is a 1099 independent contractor role. Contractor is responsible for their own taxes and benefits.
Compensation and benefits
This is a full time, remote, contract position. The project-based rate compensation will range from $80 - $95/hour depending on experience.
