Job Description:
ACT1 Federal is seeking an experienced Collateral Damage Estimation Subject Matter Expert to support the Department of Defense CDE Qualification Program at the Joint Targeting School.
This position requires deep technical knowledge of DoD collateral-damage methodology and the ability to support instruction, curriculum development, program standardization, instructor qualification, audits, accreditation, and coordination across Combatant Command and Service CDE programs.
Primary Responsibilities
- Provide expert instruction and technical guidance on DoD Collateral Damage Estimation methodology.
- Support development, maintenance, standardization, and distribution of CDE qualification courseware and testing materials.
- Assist with qualification of CDE instructors and standardization instructors.
- Support annual CDE curriculum reviews.
- Maintain or support CDE qualification and instructor registries.
- Coordinate with Joint Staff targeting personnel, Service organizations, Combatant Commands, and subordinate CDE programs.
- Participate in audits and accreditation reviews of Service and Combatant Command CDE qualification programs.
- Develop reports, studies, position papers, recommendations, and fact sheets.
- Participate in Joint targeting conferences, working groups, curriculum reviews, and doctrine-development activities.
- Apply adult-learning and ISD principles to technical CDE instruction.
The Government requires expert knowledge of collateral-damage methodology, precedent, procedures, and regulations, plus strong understanding of the Joint Targeting Cycle and Joint Planning Process.
Required Qualifications
- Graduate of the DoD Collateral Damage Estimation Qualification Course.
- Expert knowledge of DoD/Joint Staff collateral-damage methodology.
- In-depth understanding of the Joint Targeting Cycle.
- Comprehensive understanding of employment of military forces in the joint environment.
- Familiarity with Joint Targeting and Joint Planning organizations and processes.
- Ability to develop and maintain courseware, testing products, technical reports, briefings, and recommendations.
- Familiarity with Instructional Systems Design.
- Strong Microsoft Word, PowerPoint, and Excel skills.
- U.S. citizenship.
- Active Top Secret clearance with SCI eligibility/access.
Highly Desired
- Prior experience conducting CDE.
- Previous experience managing a CDE program.
- Prior JTS or Service/CCMD CDE instructor experience.
- Experience conducting CDE standardization or accreditation visits.
- Experience supporting Joint Staff targeting organizations.
