Description

ACT1 Federal is seeking a Program Management Analyst to support the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst Aircraft Launch and Recovery Equipment (ALRE) Department at Joint Base McGuire-Dix-Lakehurst, New Jersey.

In this role, you will provide program management support to ALRE Program Offices in the development, fielding, and support of current and next-generation ALRE systems used to launch and recover aircraft from aircraft carriers and other Navy ships.

Responsibilities

• Propose alternative courses of action and options to address programmatic issues associated with acquisition and life-cycle support.
• Recommend methods for implementing policy and regulation as they pertain to acquisition planning.
• Prepare and staff Acquisition Requirements Packages in accordance with DoDI 5000.2.
• Develop, maintain, and transmit Government Furnished Equipment (GFE), Government Furnished Information (GFI), and engineering data to support ship acquisition and modernization or system/equipment acquisition programs for cognizant NAVSEA Program Managers.
• Prepare Plans of Action and Milestones (POA&Ms), including estimated cost and manpower requirements, justifications, and budget submittals.
• Collect and organize budget requirements, track budget execution, and perform financial analysis.
• Collect, analyze, and manage program management data.
• Support the preparation, coordination, and evaluation of program management reviews.
• Assist in managing contract execution and developing and evaluating contract modifications.
• Support overall project planning, schedules, deliverables, reporting, and program performance tracking.
• Identify, communicate, and assist in resolving program risks and issues that may affect successful execution.

Requirements

• Bachelor’s degree from an accredited college or university.
  • An additional three years of relevant Program Management analytical experience may be substituted for the degree requirement.
• Active DoD Secret clearance.
• Minimum of three years of experience managing complex, multi-disciplined programs.
• One year of experience with Aircraft Launch and Recovery Equipment (ALRE) is preferred.
• Experience working on Abbreviated Acquisition Programs (AAPs) or programs of comparable size and complexity.
• Experience and skills related to task execution, scheduling, and personnel dynamics.
• Ability to effectively operate within Naval Air Systems Command (NAVAIR) policies and processes.
• Understanding of NAVAIR financial, staffing, and contracting systems and associated constraints.
