We are looking for a Lead Software Technology Engineer (DevSecOps) – Senior to join our team in support of our DoD customer in Philadelphia, PA. As a Senior Technology Developer and Architect, you will play a key role in leading the legacy system transformation into modern, secure, and efficient agile DevSecOps solutions. Your decisions and work will directly support the health and readiness of U.S. warfighters by ensuring medical supplies are delivered with speed and precision. This is an opportunity for a software expert to design and implement a cutting-edge DevSecOps framework that will serve as a blueprint for future modernization efforts.
Responsibilities Include:
- Design, document, and lead the program-wide technical architecture and target-state (“to-be”) architecture for modernizing legacy medical logistics applications, ensuring alignment with strategic goals for digital transformation, including DLA DevSecOps and Iron Bank.
- Establish program-wide software architecture methodologies, patterns, and guardrails, implementing Test-Driven Development (TDD) methodologies and automated Software Development Life Cycle (SDLC) toolchains.
- Define architectural patterns and guide the migration of legacy Oracle and .NET applications to modern microservices-based architectures using technologies such as Docker, Kubernetes, PostgreSQL, and Angular.
- Provide architectural guidance for resilient, robust, and automated CI/CD pipelines supporting automated build, testing, security, and software release processes.
- Drive platform and shared-services architecture strategy, including development of practical roadmaps from current-state to target-state architectures.
- Guide software engineers in transforming legacy applications into modern solutions that adhere to DevSecOps and Agile principles.
- Ensure software architecture supports DevSecOps and cybersecurity requirements, including vulnerability scanning, secrets management, compliance auditing, and secure software development practices.
- Provide architectural guidance for scalable, highly available, resilient, and cost-efficient Microsoft Azure cloud environments, leveraging Platform-as-a-Service (PaaS) and serverless technologies where appropriate.
- Establish program-wide software architecture standards, technical guardrails, and preferred “paved road” development patterns to promote consistency, quality, security, and effective management of IT operations.
- Develop and maintain program-wide software architecture capabilities supporting operational business lines.
- Maintain hands-on involvement in software development through reference implementations, prototypes, design reviews, code reviews, and resolution of complex cross-cutting technical challenges.
- Partner with the MedLog Chief Data Officer (CDO) and business/domain Subject Matter Experts (SMEs) to implement Domain-Driven Design (DDD), including domain decomposition, bounded contexts, service boundaries, and integration patterns.
- Collaborate with application technical leads to promote architectural consistency, provide technical mentorship, conduct design and architecture reviews, and evaluate justified exceptions to established architectural standards and guardrails.
- Support MedLog adoption of the Scaled Agile Framework (SAFe) by performing System Architect responsibilities, including defining the architectural runway, identifying architectural enablers, and aligning technical direction across the Agile Release Train (ART).
- Drive the technical content of MedLog current-state and target-state architectures in coordination with DoDAF modelers and other enterprise architecture stakeholders.
Required Skills, Qualifications, and Experience:
- U.S. Citizenship required; must be able to obtain a NACLC clearance.
- Bachelor’s degree in Computer Science, Engineering, or a related technical discipline.
- Minimum of 10 years of relevant professional experience.
- Demonstrated hands-on experience developing software solutions supporting complex business operations.
- Demonstrated experience leading migrations of complex, web-based applications to modern technology stacks.
- Technical Environment Experience:
- Languages and Frameworks: C#, PowerShell, JavaScript, .NET MVC, Angular
- Databases: Oracle (PL/SQL), Microsoft SQL Server
- Version Control: Azure DevOps Server 2022, Git
- Cloud and Container Technologies: Microsoft Azure, Docker, Kubernetes
- Proven experience architecting migration strategies from monolithic legacy systems, including Oracle databases and .NET Web Forms, to modern distributed architectures such as PostgreSQL and containerized microservices.
- Experience with C#, .NET MVC, Angular, or comparable experience with another modern enterprise application stack.
- Exposure to version control systems and development tools such as TFS, Visual Studio, and Git.
- Prior experience in a DoD or government contracting environment.
- Military Medical Supply Chain experience is a significant plus.
- Experience with at least several of the areas below or similar technologies:
- CI/CD concepts and tools, including Azure DevOps Server and Jenkins.
- DevOps and cloud services utilizing Infrastructure-as-a-Service (IaaS), including Microsoft Azure.
- Containerization and orchestration technologies, including Docker and Kubernetes.
- Version control and collaboration platforms, including Git, GitHub, and GitLab.
- Work Item Management tools, including TFS and Jira.
- Static code analysis and application security tools, including SonarQube and Fortify.
- Domain-Driven Design (DDD) concepts and practices.
- Scaled Agile Framework (SAFe) or other scaled Agile environments.
- Location and Schedule:
- This is a hybrid role with a current requirement to work onsite one day per week (Wednesdays) at our client’s facility in Northeast Philadelphia. Must reside within a commutable distance in order to meet this requirement.
- Candidates should be comfortable with the possibility of additional onsite days in the future based on the government customer’s needs.

- May require occasional travel to government or customer location.
The projected salary range for this position is $155,000+ annually. Final compensation will be determined based on factors including years of relevant experience, active security clearance level, certifications, technical skillset, contract requirements, and overall qualifications.
