A Snapshot
As a Pre-Construction Manager (PCM) reporting to the Vice President, Development, you will work closely with the rest of the Development team, making your mark in a number of ways:
- Responsible for the planning and pre-construction activities of our developments, from new builds in new regions, to fit outs of our existing facilities, ensuring efficient safety, quality, time, and cost outcomes are achieved, providing guidance in buildability, scheduling, and safety in design
- Supporting the development of process, standards, and specifications for project delivery, and developing and driving strategies to expand our data centre portfolio across APAC
Your Day to Day
- Lead and deliver multiple projects from market entry through to site commencement across the APAC region
- Develop business case and analysis to justify the project scope and present the justification to the management team
- Partner with site selection team on market entry, site master planning, deal analysis and negotiation, and support the evaluation of land and building acquisition
- Develop and run permits authority approvals, and collaborate with various approving authorities, to ensure delivery timelines are achieved
- Evaluate and engage consultants and lead formation of delivery strategy and construction methodology
- Lead due diligence and pre-construction planning including site assessment, design optimisation, due diligence scope of work, and development of power and permitting strategy
- Understand local code and planning requirements for each region and foster relationships to expedite planning and approval process
- Work with site selection, customer success and corporate development teams to provide technical support, and time and cost outcomes in customer procurement efforts
- Support pre-construction estimating efforts and prepare and present capital requests to the investment committee, for pre-construction funding and planning commitments
- Support the procurement team to develop and manage tender packages including developing scope of works, bid templates, tender evaluations, reviews, and recommendations
- Conduct negotiations with general contractors, and evaluate and challenge programme and buildability, to ensure safety, quality, time and cost outcomes are achieved
- Manage general contractors as they deliver preconstruction services during design development
- Drive scope, schedule, and budget decisions including running internal business case approvals, internal and external resources, project teams, general contractors and vendors
- Develop and lead pre-construction project schedules and identify areas for optimisation and acceleration. Evaluate project phasing and buildability constraints and consider connect with operational environments
- Provide value driven analysis and benchmarking across capital expenditure, considering risks and opportunities and develop risk management strategies to minimise project delays and cost overruns
- Drive innovative yet practical buildability standards and perform buildability reviews including optimisation of MEP designs
- Develop and assess design and construction alternatives and add new value engineering opportunities
- Provide input into AirTrunk's standards, technical requirements, and reference designs, and assist with innovations, initiatives, and continuous improvements
- Interface and manage communications with internal and external teams, customers and report status of all preflight projects to management
- Review, develop and provide supporting documents for customer lease execution including plans, methodologies, phasing plans, schedules, budgets etc.
- Stay abreast of new technologies and innovations to ensure AirTrunk continues to be at the forefront of the data centre industry
- Ensure design and pre-construction lessons learned are considered and incorporated to achieve continuous improvements across AirTrunk's developments
- Travel to data centre sites both domestic and internationally to support site selection and develop delivery strategy, project initiation, project reviews and audits, constructability reviews and project close out, and the like as required.
Requirements
- 10+ years' construction management experience
- Experience in the construction industry with strong skills in design and construction management
- Ability and willingness to think outside the square, be innovative and solutions orientated to drive safety, quality, time, and cost outcomes
- Demonstrated high level proficiency in project management tools such as MS Project, and experience in project scheduling
- Ability to read and interpret construction related drawings for all disciplines
- Possess demonstrable leadership and problem-solving skills
- Motivated, highly dependable individual with limited need for oversight
- Ability to assess and evaluate innovative design and delivery concepts from feasibility to design development
- Project management experience from design development through to construction and handover
- Experience with fast-track design/build projects, and end to end project delivery
- Experience procuring and negotiating construction contracts
- Experience related to the design and development of large data centre projects
- Knowledge of local and international building codes and regulations
- Ability to evaluate the feasibility of new technologies and determine construction methods of data centre equipment and facilities
