Environmental Construction Manager

Las Vegas, NV

At AKS, we are growing and building for the future. We bring together multidisciplined experts across the land development, energy, and infrastructure markets to take on bigger challenges and deliver solutions that make a real difference. Our teams combine creativity, technical excellence, and a collaborative, hands-on approach to solve complex problems and deliver results our clients and communities can count on. We take pride in our work and our ability to provide opportunities for our teams, support each other’s growth, and look ahead to what’s next. When you join AKS, you will find opportunities to take ownership of meaningful projects, learn, lead, and make an impact from day one.

We are looking for a NEPA Director to build and lead our NEPA and environmental permitting practice, with a focus on energy, transmission, infrastructure, and transportation projects. This is a hands-on leadership role for someone who can develop client relationships, originate new business, lead project delivery, and grow a successful practice. You'll own projects from initial pursuit through final decision documents while building a strong team and long-term client partnerships.

What You’ll Do

•    Generate at least $1 million in annual NEPA revenue through direct business development, existing client relationships, and new opportunities.
•    Build and maintain relationships with federal and state agencies, utilities, developers, and other key decision-makers.
•    Lead NEPA and environmental permitting efforts, including Environmental Assessments (EAs), Environmental Impact Statements (EISs), programmatic reviews, Critical Issues Analyses, and integrated permitting strategies.
•    Own projects from pursuit through final decision documents, serving as the primary client contact throughout the process.
•    Develop scopes of work, pricing, budgets, schedules, contracts, and risk management plans. Negotiate and defend project approaches and fees.
•    Coordinate NEPA efforts with related environmental compliance and permitting requirements, including ESA Section 7, NHPA Section 106, and Clean Water Act Sections 404 and 401.
•    Ensure technical deliverables are accurate, legally defensible, and completed on schedule and within budget.
•    Build, mentor, and lead a team of project managers and subject matter experts, supporting their professional development and project success.
•    Identify opportunities to expand EPS's presence in the energy, transmission, infrastructure, and transportation markets.
•    Collaborate with firm leadership on business strategy, growth objectives, project performance, and financial targets.
•    Participate in recruiting, interviewing, and hiring to build a strong environmental and permitting team.
•    Select and direct project teams and manage project scopes, fees, and schedules within established approval authority.

Who You Are

  • You have 10–20+ years of NEPA experience, with a strong background in federal environmental review and permitting.
  • You have established, active relationships with federal and state agencies, utilities, developers, and repeat clients.
  • You have a proven track record of generating new business, securing sole-source awards, and developing repeat and follow-on work.
  • You are comfortable owning the full project lifecycle, from business development and contracting through technical delivery and final decision documents.
  • You have experience managing project scope, budget, schedule, and risk while maintaining client satisfaction and project profitability.
  • You understand how to develop NEPA documents that meet regulatory requirements and withstand administrative and legal scrutiny.
  • You are an effective leader who can build teams, mentor project managers, and coordinate multidisciplinary technical experts.
  • You bring strong communication, negotiation, and relationship-building skills and can represent EPS confidently with clients and agency stakeholders.
  • You have a bachelor's degree in environmental science, planning, natural resources, or a related field.
  • You are willing to travel approximately 10–15% for client meetings, agency coordination, public meetings, and occasional project site visits.

Nice to Have

  • An advanced degree in environmental science, planning, natural resources, or a related field.
  • Experience supporting utility-scale energy and transmission projects across the western United States.
  • Experience with programmatic NEPA reviews and tiered environmental review approaches.
  • Established relationships with agencies such as the Bureau of Land Management (BLM), U.S. Forest Service (USFS), Department of Energy (DOE), Federal Energy Regulatory Commission (FERC), Western Area Power Administration (WAPA), U.S. Army Corps of Engineers (USACE), Federal Highway Administration (FHWA), and Bureau of Reclamation.
