Natural Resources Planner

Allegheny Science & Technology (AST) is seeking a Natural Resources Planner to support our client at the Department of Energy with the implementation of energy and energy resilience initiatives. Natural Resources support is needed to ensure quality, timely documents are prepared and implemented for the NEPA Biological Resources analysis.  

Duties and Responsibilities:

  • Advise senior federal agency officials on compliance with Endangered Species Act (ESA) Section 7 and involves informal and formal consultations with the "Services", which are Fish and Wildlife (FWS) and National Marine Fisheries Services (NFMS).
  • Advise senior federal agency officials on compliance with federal and state natural resources laws, including, but not limited to, the Magnuson-Stevens Fishery Conservation and Management Act, Migratory Bird Treaty Act, Bald and Golden Eagle Protection Act, Marine Mammal Protection Act, and Clean Water Act Section 404/401.
  • Review Project Proponent/ Applicant/ Sponsor natural resources survey plans and field survey reports.
  • Conduct background research including review of federal, state, and local databases and repositories, aerial imagery review, and other relevant research to identify the best available scientific regarding natural resources issues.
  • Assist with preparing and/or reviewing the implementation of ESA Section 7 Informal Consultations and Biological Assessments (including Programmatic) and documents for compliance with other natural resources laws (including agency-specific land/resource management plans), as needed.
  • Plan and develop conservation measures to avoid and minimize effects to at-risk species.
  • Ensure monitoring of natural resources consultation and permit requirement implementation by reviewing reports and advising on suggested modifications to project aspects and conservation measures, as needed.
  • Create, edit, and interpret maps to inform natural resources analysis on projects using ArcGIS and/or other GIS (geographic information system) platforms.
  • Organize and facilitate meetings (such as preparing agendas, developing and presenting meeting content, and preparing summaries). Coordinating project deliverables with document production staff.
  • Communicate as required with clients, applicants, stakeholders, and agency staff.

Required Qualifications:

  • Bachelor’s Degree in biological, natural, or environmental sciences, or closely related field with at least 5 years of experience with the development and implementation of Biological Assessments for ESA compliance.
  • Experience advising senior Federal agency officials on ESA compliance, including experience integrating ESA requirements in the National Environmental Policy Act (NEPA) process.
  • Experience with informal and formal consultations with the "Services", which are Fish and Wildlife (FWS) and National Marine Fisheries Services (NFMS).
  • Skilled in ESA and support consultation strategies and requirements with Project Proponents/ Applicants/ Sponsors and government representatives from federal and state regulatory agencies and land management agencies.
  • Experience advising senior federal agency officials on compliance with federal and state natural resources laws, including, but not limited to, the Magnuson-Stevens Fishery Conservation and Management Act, Migratory Bird Treaty Act, Bald and Golden Eagle Protection Act, Marine Mammal Protection Act, and Clean Water Act Section 404/401.
  • Experience with natural resources compliance for the construction of new infrastructure, such as facilities, transmission lines, and renewable energy generation.
  • Demonstrated understanding of and ability to interpret Federal, state, and indigenous wildlife preservation statutes, environmental regulations, executive orders, etc.
  • Experience conducting background research including review of federal, state, indigenous / tribal, and local databases and repositories, historic map and aerial imagery review, oral history interviews, and other relevant research to identify impact on endangered species, including experience creating, editing, and interpreting maps with ArcGIS and/or other GIS platforms.
  • Experience utilizing background research and applicable standards to assess whether fieldwork is necessary or not and/or assess whether background research and/or fieldwork methodologies are sufficient for identifying impacts on endangered species.

Desired Qualifications:

  • Experience with compliance with other natural resources laws, such as Magnuson-Stevens Fishery Conservation and Management Act, Migratory Bird Treaty Act, Bald and Golden Eagle Protection Act, Marine Mammal Protection Act, and Clean Water Act Section 404/401.
  • Experience with monitoring the implementation of NEPA and natural resources requirements on projects during construction. 

Other Qualifications:

  • US Citizenship is required.
  • Must be able to successfully pass DOE background investigation.

We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team. 
 
The pay range for this position based on full-time employment is $90,000 - $120,000.
