Senior Program Manager
Allegheny Science & Technology (AST) is seeking a dedicated Senior Program Manager to support our FBI customer who requires full lifecycle support for legacy voice capabilities to include enhancements/changes to existing capabilities, as well as new capabilities. As the Senior Program Manager, you will supervise all personnel contractors engaged in the operation and support of EVoIP and external dialing, including all communications equipment in large scale or multi-shift operations.
Duties & Responsibilities:
- Direct and manage technical work on assigned projects, ensuring alignment with user requirements and organizational goals.
- Supervises complex operations that involve two or more additional functions such as, but not limited to, network operations, systems security, systems software support, and production support activities.
- Leads team on large projects or significant segment of large complex projects.
- Provides technical engineering support to include Project Management, Requirements, Analysis, Systems Engineering, Operations and Maintenance, Network/Voice Systems Administration, system Security, and Configuration management for the FBI EVoIP and External Dialing infrastructure systems.
- Analyzes new and complex project related problems and creates innovative solutions
- Collaborate with Vendor Project Managers, Contracting Officer Representatives (COR), and program points of contact to ensure accurate technical solutions and user satisfaction.
- Assist in developing and managing project plans, including monitoring task performance, work products, and adherence to schedules, budgets, and costs.
Required Qualifications:
- Bachelor's degree in a related field and eight (8) years of IT program management experience, including at least 4 years in a supervisory role; additional experience may be considered in lieu of a degree; master’s degree in a related field may substitute two (2) years of experience.
- At least (5) years of experience on VOIP projects.
- Experience managing IT projects for the FBI.
- Experience managing multi-site deployments.
- Primary Product Knowledge: Avaya, Managed Secure Telephony Platform (MSTP), Cisco, Microsoft TAC, Power BI, SAFe.
Other Qualifications:
- Must be a U.S. Citizen with an active Top Secret Clearance.
- Must be able to successfully pass an FBI Polygraph prior to starting work.
- PMP certification preferred.
- 15-20% travel is required.

These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.
The pay range for this position based on full-time employment is $140,000 - $170,000.
