Position 1: Program/Project Manager (Expert Lifecycle Acquisitions)

TS/SCI CLEARANCE REQUIRED

Duties may include: 

  • Provide expertise and advisory support to NGA seniors and program managers on Tactical Data Systems. 
  • Assist the government program manager with rapid execution of tactical data projects with a focus on interoperability, testing, and tactical data ingest, processing, exploitation/analysis, storage, dissemination and associated infrastructures. Capture operational issues to address within the GEOINT Functional Team. Liaise with Mission Partners for operationalizing cross domain workflows to support the enterprise architecture. 
  • Assist in crafting policies to resolve issues that impede Defense Intelligence Integration Enterprise (DI2E)/DCGS enterprise information sharing. 
  • Assist in developing and maintaining an interoperability roadmap for the DCGS family of services and Commonwealth partners to support coalition information sharing interoperability efforts. 
  • Support joint and coalition interoperability events, tests, trials, demonstrations, and exercises for DCGS systems to facilitate joint/coalition enterprise interoperability. 
  • Assist TIAT government representatives develop annual DCGS work plan that articulates short, mid, and long term goals for the DCGS as well as deliverables. 
  • Assist DCGS program manager maintain an Operational Concept Demonstrator (OCD) to provide a DCGS-like capability for the United Kingdom (UK). 
  • Craft and maintain arrangements between Air Force’s 480th Intelligence, Surveillance, and Reconnaissance Wing (ISRW) and UK Ministry of Defense (MoD) to share the burden of exploitation of Air Force Full Motion Video (FMV) missions; demonstrating DCGS Processing, Exploitation and Dissemination (PED) workflow to include a coalition partner. 
  • Assist the DCGS program manager collaborate with the DCGS functional teams to capture US national coalition information sharing policy issues requiring review/modification, ownership designation, and resolution. 
  • Coordinate and socialize the activities of the GEOINT Standards Center of Excellence (GSCOE), which includes the Fit for Purpose (FfP) standards guide supporting practical applications of the NGA Joint Architecture Reference Model (JARM), the GEOINT Functional Manager Standards Assessment (GFMSA). 
  • Assist the DCGS program manager review and coordinate NGA’s inputs to the Joint Staff’s DCGS Annual Data Call, inputs to the annual OUSD(I) State of the Enterprise Report, DCGS Capabilities Based Assessment, and DCGS-Enterprise Interface Control Document (ICD). 
  • Support the DCGS program manager to ensure stakeholder participation in DI2E Plugfest for assessment of industry initiatives for inclusion into the DI2E. 
  • Operational liaison at NAWS China Lake, and other locations, to support Enterprise Challenge (EC), and NGA’s Limited Objective Events. 

 

Skills and Experience: 

  • Required 
    • Demonstrated specialized experience working with tactical sensors and tactical data integration with DoD, NGA or US/Coalition Mission Partners. 
    • Demonstrated specialized experience in applying system engineering processes, particularly requirements analysis, interface definition, and detailed implementation planning of large complex systems. 
    • Demonstrated specialized experience with NGA or DoD organization acquisition processes and procedures. 
    • Demonstrated specialized experience in program/project management. 
    • Demonstrated specialized Tactical Collector ISR, with new/emerging collectors, DoD/Coalition ISR military experience, and DCGS experience.  
  • Desired 
    • Master’s Degree in a business or engineering related field. 
    • Demonstrated understanding related to the execution of NGA’s role in strategic and tactical efforts to integrate tactical ISR into the NSG architecture including Coalition partners. 
    • Demonstrated functional knowledge about NGA libraries, data storage, and development and implementation of initiatives. 
    • Demonstrated specialized experience with program integration, integrated library data architecture, scheduling, requirements and configuration management, risk management, metrics development and analysis, Earned Value Management, verification and validation test activities and commissioning, turnover and acceptance activities. 
    • Demonstrated total experience with tactical system/project/program management expertise with specialized experience in rapid execution of tactical data projects with a focus on interoperability, testing/demonstrations, tactical data ingest, processing, exploitation/analysis, storage, retrieval, dissemination and associated infrastructures.
