Position 3: Contractor Program/Project Manager (Senior Lifecycle Acquisition)
TS/SCI CLEARANCE REQUIRED
Duties may include:
- Provide advisory support to NGA seniors and program managers on Tactical Data Systems.
- Develop and maintain an interoperability roadmap for the DCGS family of services and Commonwealth partners to support coalition information sharing interoperability efforts.
- Support joint and coalition interoperability events, tests, trials, demonstrations, and exercises for DCGS systems to facilitate joint/coalition enterprise interoperability.
- Assist DCGS government representatives develop annual DCGS work plan that articulates short, mid, and long term goals for the DCGS as well as deliverables.
- Ensure the System Security Authorization Agreement (SSAA) documents for each information system are properly prepared, maintained, and accurately reflects the definition, development, security testing processes, and relevant security requirements.
- Perform required actions to ensure all DCGS related Information Systems are properly entered and maintained using the XACTA Information Assurance web application.
- Review all aspects of proposed system security plans to ensure the system is being developed in compliance with NGA security guidelines, agency policies, and Intelligence Community Directives.
- Ensure Vulnerability Assessment Testing (VAT) is scheduled and completed on an annual basis and any findings are addresses in a POAM.
- Ensure that appropriate Information Assurance Vulnerability Alerts (IAVA) are reviewed, assessed, and responded to in a timely manner.
- Maintain routine interface with the NGA C&A team (IAO, CE, and DAA) and keep them informed of any pending changes to the system baseline which may impact security.
- Review and provide input on security related test procedures prior to readiness reviews.
Skills and Experience:
- Required
- Demonstrated specialized experience in applying system engineering processes, particularly requirements analysis, interface definition, or detailed implementation planning of large complex systems.
- Bachelor’s Degree in a business or engineering related field, or equivalent experience.
- Demonstrated specialized experience with NGA or DoD organization acquisition processes and procedures.
- Demonstrated specialized experience in program/project management.
- Demonstrated specialized Tactical Collector ISR, with new/emerging collectors, DoD/Coalition ISR military experience, and DCGS experience.
- Desired
- Demonstrated specialized experience related to the execution of NGA’s role in strategic and tactical efforts to integrate tactical ISR into the NSG architecture including Coalition partners.
- Demonstrated functional knowledge about NGA libraries, data storage, and development and implementation of initiatives to integrate Tactical Data GEOINT capabilities and requirements into the NSG and DCGS workflow.
- Demonstrated specialized experience with program integration, integrated library data architecture, scheduling, requirements and configuration management, risk management, metrics development and analysis, Earned Value Management, verification and validation test activities and commissioning, turnover and acceptance activities.
- Demonstrated specialized experience managing the identification and resolution of issues related to Tactical Data integration activities.
- Demonstrated total experience with tactical system/project/program management expertise with specialized experience in rapid execution of tactical data projects with a focus on interoperability, testing/demonstrations, tactical data ingest, processing, exploitation/analysis, storage, retrieval, dissemination, and associated infrastructures.
