ABOUT THE ROLE
Section 45 of the Rwanda General Academic Regulations states that:
Marks of all assignments contributing more than ten per cent to the module score shall be moderated internally, by second marking by another academic or by marking a sample of scripts to assure the validity of the standard. All assignments at higher education Level 4 or higher or any other level leading to a specifically validated exit award and carrying a mark of more than twenty percent of the module score shall be moderated by an external examiner.
Building on the national general academic regulations, section 17 of the ALU Assessment Policy and Regulations of September 2020 provides for the moderation assessments of all academic programs. The moderation expectations are as follows:
1. Internal moderation is for all assessments contributing more than 10% to the final course grade for level 1-3 courses. This entails second marking by another facilitator within ALU. The ALU sampling policy is 10 students or 10 per cent of the students in a course, whichever is greater. For courses that have 10 or fewer students, all the student submissions must be moderated.
2. External moderation is for all assignments at higher education or higher (exit level), with a mark of more than 20% of the final course grade. These are Year 3 Term 2 (Tri 8+/level 4) and beyond. The ALU sampling policy is 10 students or 10 per cent of the students, whichever is greater. All courses at Level 4 or higher require an external examiner, and each programme should have two kinds of external examiners:

- Course examiners, who will comment on the grading standards of one or, preferably, several courses and;
- A programme examiner, not necessarily familiar with the subject matter of the entire programme (though they can also be a course examiner), who assures the quality of the grading and deliberation process as a whole. Include assessed work from each of the classification bands - fail, average and distinctions;

4. All written elements associated with the undergraduate capstone projects must be second-graded
Person Specification:
- External course and programme examiners are expected to have current and relevant background in research or scholarly activity, teaching and examining experience, and experience as an external adviser in validating similar programmes from a higher education institution external to the African Leadership Group.
- External programme examiners should not have worked or studied at the institution for three years before appointment. They should not be related to anyone in the programme(s) they are moderating. Programme examiners should not have examined, supervised, employed or been employed or supervised by any member of the programme’s academic staff during the past five years. They should normally be at senior lecturer level, ie. be in possession of a PhD, have at least 3 research publications and have had teaching/research experience of not less than 3 years since obtaining their PhD.
- ALU will build and maintain a pool of external examiners who meet the eligibility criteria or come close to meeting the eligibility criteria and have current and relevant backgrounds in research or scholarly activity, teaching and examining experience, experience as an external adviser in the validation of programmes or as an inspector of programmes for government or a professional body. The Director of Quality Assurance is responsible for signing off on the pool of external examiners.
- The Curriculum Committee will be responsible for appointing external course and programme examiners after the application screening process.
