Senior Program Advisor

Position Summary:
ANSER has an immediate opening for a Senior Program Advisor to support the Office of the Secretary of Defense Manufacturing Technology (OSD ManTech) Program office within the Office of the Undersecretary of Defense for Research and Engineering (OUSD(R&E)). As the Senior Program Advisor, you will provide program management guidance and acquisition advice to government leadership to include long-term mission planning, contract, agreement, and other transaction support to federal program managers, planning, programming, and budgeting system execution counsel, and process documentation and improvement for efficient execution of all programs within the office portfolio.
Day to Day Responsibilities:
- Actively participate in program management reviews.
- Advise the Director and Deputy Director on current and emerging policy, trends, risks and opportunities, and technologies related to advanced manufacturing.
- Recommend steps to allow the program to adapt to changes in policy, technology, and threat settings.
- Interpret emerging policies and modify DoD ManTech procedures and approaches to improve research, development, test and evaluation, and adoption of advanced manufacturing technologies.
- As needed, support agency leadership in exercising their duties as representatives to senior level committees and working groups. Recommend areas for collaboration between ManTech, key defense stakeholders, and other Federal Agencies.
Required Qualifications:
- Minimum active Secret clearance.
- Master’s degree in a business or program management-related field.
- 15+ years of related professional experience
- Project Management experience
- Prior experience in Federal contracting, budgeting, and financial management.
- Skill in successfully developing and leading process improvement activities.
- Previous program management experience – ideally within a government environment.
Preferred Qualifications:
- PMP certification
- Demonstrated experience solving complex problems.
- Skill in effectively communicating technical information to non-technical audiences.
- Ability to maintain close attention to detail while operating in a fast-paced environment.
