Senior Program Analyst (Risk Management)

Position Summary:
ANSER is seeking a Senior Program Analyst (Risk Management) to support the Business Operations team for the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). The IBAS program is dedicated to ensuring that the Department of Defense is positioned to effectively address industrial base issues and support the National Security Innovation Base.
This position can support a remote work schedule with site visits to the Mark Center in Alexandria, VA as required.
Day to Day Responsibilities:
- Research and analyze strengths, weaknesses, threats and opportunities within the global defense industrial base
- Recommend relevant prototyping efforts
- Craft relevant acquisition documents
- Evaluate proposed efforts; monitors program execution
- Conduct outreach efforts and conduct site visits and strategic communications operations as required
- Identifying, assessing, and mitigating risks associated with technology systems and processes within the IBAS program, developing and implementing risk management processes and procedures, conducting risk assessments, and ensuring compliance with Government regulations
- Contribute to the development and refinement of risk management policies and procedures
- Continuously monitor risk management performance, identify trends, and implement improvements to the process
- Develop and implement strategies to reduce or eliminate identified risks, including control measures, policies, and procedures
- Ensure that technology systems and processes comply with relevant regulations and government standards
- Prepare reports on risk management performance, identify areas for improvement, and communicate findings to government leadership and stakeholders
- Work with other teams, such as IT, legal, and compliance, to ensure a coordinated approach to risk management
- Analyze technical efforts, processes, and data to identify potential risks, including those related to security, compliance, and operational issues
Required Qualifications:
- Must have minimum of a SECRET clearance
- Bachelor’s degree in Engineering, Mathematics, or other technical discipline and at least 10 years of related experience
- Demonstrated knowledge of risk, issue, and opportunity management methodologies, frameworks, and tools
- Understanding of federal acquisition management
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
- Demonstrated understanding of technical risk management and internal control as applied to all phases of DoD’s planning, programming, budgeting, and execution (PPBE) process
Preferred Qualifications:
- Strong understanding of IT systems, security, and related technologies e.g., SharePoint, Teams, databases
- Ability to analyze data, identify trends, and make informed decisions
- Ability to effectively communicate technical information to both technical and non-technical audiences.
- Ability to identify and resolve complex technical issues
- Understanding of relevant regulations and government standards e.g., OMB A-123 and the GAO Green Book
- Ability to manage projects related to risk identification, mitigation, and compliance with an understanding of DoD RDT&E Financial management, DoD acquisition pathways and contracting, and process improvement
- Project Management Professional (PMP), Certified Systems Engineering Professional (CSEP) or equivalent that certifies knowledge of risk management

Full Time Salary Range for this position for this position:
$120,000 - $160,000 USD
