International Programs Analyst

Position Summary:
Analytic Services Inc. (ANSER) is seeking an International Programs Analyst to provide support to the Office of the Deputy Assistant Secretary of Defense for Nuclear Matters (ODASD/NM) on international engagements related to the safety, security, and survivability of U.S. nuclear weapons forward deployed to locations outside of the Continental United States; mutual defense agreements as authorized under the Atomic Energy Act; and nuclear weapons accident and incident response policy within and outside of the United States.
Day to Day Responsibilities:
- Provide support and assistance with developing read ahead materials, briefing products, and talking points for the Assistant Secretary of Defense for Nuclear Deterrence and Chemical and Biological Defense Policy and Programs (ASD(ND-CBD)) in their role as the Vice Chair of the North Atlantic Treaty Organization (NATO) High Level Group (HLG).
- Provide support and assistance with organizing meetings, developing materials, and collecting and analyzing data related to the NATO HLG’s High Level View (HLV) process, which is designed to ensure cross-coordination between various NATO technical groups involved with implementing decisions regarding NATO’s nuclear deterrent, and to provide NATO Allies with appropriate insight regarding how such decisions are being implemented.
- Provide support and assistance with developing materials, and collecting and analyzing information and data related to NATO’s efforts to modernize its nuclear consultations, command and control systems.
- Provide support and assistance to engagements with NATO Allies, including Basing Nations, on work strands not specifically listed above that are related to the safety, security, and survivability of U.S. nuclear weapons forward deployed to Europe. This support and assistance may include drafting, reviewing, and commenting on working papers and interagency documents.
- Serve as Action Officer for the governance and administration of mutual defense agreements authorized under the Atomic Energy Act. Such agreements include, but are not limited to, the United States (U.S)-United Kingdom (UK) 1958 Mutual Defense Agreement (MDA), and the Agreement Among the Government of Australia, the Government of the United Kingdom of Great Britain and Northern Ireland, and the Government of the United States of America for Cooperation Related to Naval Nuclear Propulsion (AUKUS). Work under the MDA’s will include interactions with the Joint Atomic Information Exchange Group (JAIEG). Provide support and assistance in staffing DASD(NM) and ASD(ND-CBD) in their executive leadership roles under the MDAs.
- Review, analyze, and provide support for negotiating international agreements related to U.S. nuclear weapons.
- Provide technical support and assistance on nuclear weapons accident and incident response policies, contingency planning, and training, including:
- Drafting of updates to national and derivative DoD policy guidance and programs for responding to incidents involving U.S. nuclear weapons, improvised nuclear devices (INDs), radiological dispersion devices (RDD), nuclear reactors, and nuclear materials;
- Organizing meetings of the Nuclear Weapons Accident and Incident Response Subcommittee (NWAIRS), including the maintenance of personnel rosters, distribution lists, and event calendars;
- Working closely with interagency partners in that forum to advance relevant policy objectives;
- Analyzing exercise after-action reports for issues that future policy updates might address.
- Contribute to annual reports to Congress and the President; conduct analysis and prepare relevant staff products and briefings; and routinely draft Principal-level correspondence, staff packages, issue papers, preparatory reading material, presentations, and trip books.
Required Qualifications:
- Active Top Secret (TS) clearance; able to obtain and maintain a TS//SCI
- Bachelor’s degree
- Minimum 5 years of relevant experience providing SES level support, working with international partners, and foreign nuclear treaty agreements
- Experience working with international partners and senior U.S. and foreign government officials
- Experience with analytical work in a high-visibility and high-tempo office setting
- Prior experience drafting technically oriented documents for senior decision makers on highly classified and complex scientific, engineering, and technical topics and subjects
- Excellent writing skills and an in-depth knowledge of editorial principles and techniques
- Proficient in Microsoft Office (e.g., Word, Outlook, Excel, PowerPoint, Teams) and Adobe Acrobat
Preferred Qualifications:
- Demonstrated experience working in an Office of the Secretary of Defense (OSD), Joint Staff, Service Staff, U.S. European Command, or NATO environment
- Knowledge of nuclear policy, nuclear weapons operations, and international nuclear cooperation programs
- Exposure to a scientific, engineering, or technical field
