Jr. Program Analyst

Position Summary:
ANSER is seeking a Jr. Program Analyst to support the Office of the Assistant Secretary of Defense for Science and Technology (OASD(S&T)).
Day to Day Responsibilities:
- Administratively track (OASD(S&T) managed requirements such as taskers, Congressional Inquiries, reports, and briefings.
- Develop annual and ad hoc reports to Congress.
- Collect and prepare technical information into a comprehensive, contextual format for senior DoD leaders.
- Assist in technical consulting on complex programs within the field of Science and Technology.
- Develop and modify procedures relating to science and technology issues.
- Support meetings, process action items through staff and publish minutes.
- Maintain configuration and quality control of assignments at all times to assist with tasks, including ability to track suspense dates and ensure that product/packages are complete.
- Develop briefs and talking points for use by the DoD leadership with internal and external audiences, ranging in sizes from a few individuals to hundreds.
- Review documentation for completeness and consistency with approved documents and ensure that templates and formats are followed.
- Conceive solutions and provide written materials, often in response to short-notice tasks assigned to the DoD leadership.
- Develop and distribute memos and letters to government and civilian personnel.
- Provide the necessary support to formulate/define objectives based on future needs and a good understanding of applicable business systems and Defense requirements with regards to the Science, Mathematics, and Research for Transformation (SMART) Defense Education Program.
- Analyze and use data visualization tools as needed for briefings, reports, and other forms of communication for SMART and the DoD leadership.
- Support SMART program and functional managers in executing program initiatives such as: SMART Scholar seed funding, SMART Scholar Steering Committee (SSSC), and international partnerships.
- Coordinate, participate, and represent SMART at events such as the SMART Orientation/Symposium, DoD Lab Day, National Junior Science & Humanities Symposium, Defense STEM Education Consortium, and DoD STEM events.
- Coordinate and cooperate with other DoD Components, academia, contractors, and others to communicate SMART program objectives and assist in successful execution of SMART program.
- Assist in default case process to include, but not limited to: assist SMART program managers in default case recommendations; coordinate case reviews with DoD Component Execution Leads; manage administrative reviews and waiver requests; draft memorandums for record; prepare communications and documents required for DFAS collections; coordinate all communications with scholars during the establishment, review, and waiver process; track case status; maintain default records in the SMART Information Management System (SIMS).
- Remain current on statutes, regulations, and policies regarding DoD Science Technology Engineering Mathematics (DoD STEM), administrative filing, and other applicable areas.
- Stay abreast with database concepts and data visualization tools (e.g. Tableau, Microsoft Power BI, ArcGIS, and ADVANA).
Required Qualifications:
- Possess an active Secret security clearance
- Bachelor's degree from an accredited college or university in Business-related or STEM field
- 3 years' recent and relevant work experience supporting STEM education and workforce development or S&T programs
- Experience in understanding, interpreting, and implementing statutes, regulations, and program policies
Preferred Qualifications:
- Master's degree in Business Administration (MBA) or graduate degree in a STEM related field
- 5 years' recent and relevant work experience
- 1 year of experience working in Department of Defense
- Experience in supporting STEM or S&T program management in DoD
- Knowledge of Defense S&T research activities, organizations, and planning processes
- End-to-end project management experience
- Knowledgable of STEM policies and statutes, and workforce development trends analysis
- Experience in the conception and execution of new projects, with no pre-existing business processes, without detailed guidance from the client, and often within very short deadlines
- Ability to coordinate across large groups of people at multiple levels
- Experience working with senior officials
