Senior Program Analyst - FFRDC/UARC

Position Summary:
ANSER is seeking a Senior Program Analyst - FFRDC/UARC to support the Office of the Undersecretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Assistant Secretary of Defense for Science and Technology (OASD(S&T)).

Day to Day Responsibilities:

  • Administratively track (OASD(S&T) managed requirements such as taskers, Congressional Inquiries, reports, and briefings.
  • Develop annual and ad hoc reports to Congress.
  • Collect and prepare technical information into a comprehensive, contextual format for senior DoD leaders.
  • Assist in technical consulting on complex programs within the field of Science and Technology.
  • Develop and modify procedures relating to science and technology issues.
  • Support meetings, process action items through staff and publish minutes.
  • Maintain configuration and quality control of assignments at all times to assist with tasks, including ability to track suspense dates and ensure that product/packages are complete.
  • Develop briefs and talking points for use by the DoD leadership with internal and external audiences, ranging in sizes from a few individuals to hundreds.
  • Review documentation for completeness and consistency with approved documents and ensure that templates and formats are followed.
  • Conceive solutions and provide written materials, often in response to short-notice tasks assigned to the DoD leadership.
  • Support strategic planning for the DoD FFRDC/UARC program, to include providing advice on ways to strengthen the department’s governance procedures for these important assets and the strategic relationship that the department has with its FFRDCs and UARCs.
  • Support updating and maintaining policies and procedures for DoD FFRDCs and UARCs, to include changes to department policies and procedures to incorporate changes in congressional direction.
  • Support the collection of the department’s requirements for its FFRDCs from Primary Sponsors.
  • Track staff year and funding execution for each of the FFRDCs against annual ceilings.
  • Support preparation of DoD responses to audits or reviews affecting DoD FFRDCs and UARCs.
  • Support interface with other Federal agencies on best practices for managing and overseeing FFRDCs and UARCs.
  • Provide advice on FFRDC and UARCs policy issues.
  • Support the monitoring and coordination of FFRDCs and UARCs comprehensive reviews, sponsoring agreements, and DoD’s annual reports to Congress.
  • Support requests for information from external and DoD internal organizations on FFRDC and UARC policy.


Required Qualifications:

  • Possess an active TS/SCI security clearance
  • Bachelor's degree from an accredited college or university in Business-related or STEM field
  • 7 years' recent and relevant work experience with the DoD ecosystem (including industry and academia)
  • Experience in understanding, interpreting, and implementing statutes, regulations, and program policies
  • Relevant experience in the use of database concepts and data visualization tools (e.g. Tableau, Microsoft Power BI, ArcGIS, and ADVANA)


Preferred Qualifications:

  • Graduate degree in a STEM related field
  • 10 years' of recent and relevant work experience
  • Work experience in the following areas:
    • Broad and in-depth knowledge and extensive experience in the DoD FFRDC and UARC Programs
    • Knowledge of Defense S&T activities, organizations, and planning processes
    • Experience in positions requiring proficiency in oral and written communication skills
    • Experience in the conception and execution of new projects (i.e. no pre-existing business processes), and without detailed guidance from the client, and often with very short deadlines
    • Experience coordinating across large groups of people at multiple levels
    • Experience working with senior officials
