Team Lead - IBAS Outreach and Engagement

Position Summary:
ANSER is seeking a Team Lead for the Outreach/Strategic Engagement Team to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). The IBAS program is dedicated to ensuring that the Department of Defense is positioned to effectively address industrial base issues and support the National Security Innovation Base. As the Team Lead, you will oversee a team of analysts to facilitate strategic dialogue between the DoD and the industrial base, ensuring alignment with IBP and IBAS objectives, taking requirements from an entire office and ensuring their outreach needs are met.
This position is to work onsite at the Mark Center in Alexandria, VA or telework in the National Capital Region.
Day to Day Responsibilities:
- Support IBP and IBAS leadership in domestic and international engagements with industry partners
- Coordinating meetings, speaking engagements, and other outreach efforts
- Enforce standards across a geographically disperse, virtual workforce
- Builds rapport with internal and external organizations/stakeholders
- Lead, mentor, and manage a team of analysts to ensure high-quality deliverables and adherence to project timelines
- Develop and implement team strategies to enhance engagement effectiveness and stakeholder satisfaction
- Oversee performance evaluations, workload distribution, and professional development for team members
Required Qualifications:
- Must have minimum of a SECRET clearance
- Must have 2 years of experience providing communication products to senior leaders
- Previous experience supporting government clients
- Demonstrated ability to organize and facilitate meetings, events, or conferences which include attendees from local/state/federal government, industry, academia, and other stakeholders
- Demonstrated ability to lead and develop written communications products such as briefings, speeches, talking points, press releases, articles, and read-ahead materials
- Previous experience editing written products
- Prior experience implemented strategic planning principles
- At least 5 years guiding and mentoring junior/mid-level analysts
- At least 3 years of proven rapport building skills in a virtual/hybrid environment
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
- Demonstrated leadership experience managing diverse teams in a high-pressure, deadline driven environment
- Strong project management skills, including the ability to prioritize tasks and delegate effectively
Preferred Qualifications:
- Demonstrates program management and rapport building skills with external organizations
- Prior experience and/or knowledge developing communications and outreach products at the OSD level (or executive level)
- Prior experience and/or knowledge of government contract acquisition processes
- Prior experience and/or knowledge of identifying and recommending external events to attend
- Experience implementing team performance metrics and continuous improvement processes
- Familiarity with change management principles to guide team adaptation to evolving DoD priorities
