Position Summary:
ANSER is seeking a Grants Program Analyst to support the Office of the Assistant Secretary of Defense for Science and Technology (OASD(S&T)).

Day to Day Responsibilities:

  • Provide program analyst support based on the following tasks listed below for PWS 5.5. General Program Analyst support shall be provided as follows:
  • Administratively track (OASD(S&T) managed requirements such as taskers, Congressional Inquiries, reports, and briefings.
  • Develop annual and ad hoc reports to Congress.
  • Collect and prepare technical information into a comprehensive, contextual format for senior DoD leaders.
  • Assist in technical consulting on complex programs within the field of Science and Technology.
  • Develop and modify procedures relating to science and technology issues.
  • Support meetings, process action items through staff and publish minutes.
  • Maintain configuration and quality control of assignments at all times to assist with tasks, including ability to track suspense dates and ensure that product/packages are complete.
  • Develop briefs and talking points for use by the DoD leadership with internal and external audiences, ranging in sizes from a few individuals to hundreds.
  • Review documentation for completeness and consistency with approved documents and ensure that templates and formats are followed.
  • Conceive solutions and provide written materials, often in response to short-notice tasks assigned to the DoD leadership.
  • Develop and distribute memos and letters to government and civilian personnel.
  • Provide the necessary support to formulate/define objectives based on future needs and a good understanding of applicable business systems and Defense requirements with regards to the Science, Mathematics, and Research for Transformation (SMART) Defense Education Program.
  • Analyze and visualize data for briefings, reports, and other forms of communication for SMART and the DoD leadership.
  • Support SMART program and functional managers in executing program initiatives such as: SMART Scholar seed funding, SMART Scholar Steering Committee (SSSC), international partnerships.
  • Coordinate, participate, and represent SMART at events such as SMART Symposium, DoD Lab Day, National Junior Science & Humanities Symposium, Defense STEM Education Consortium, and other DoD STEM events.
  • Coordinate and cooperate with other DoD Components, academia, contractors, and others to communicate SMART program objectives and assist in successful execution of SMART program.
  • Assist in program management of SMART strategic outreach initiatives under the SMART cooperative agreement award, specifically, activities to support engagement of HBCUs/MIs and affinity groups.
  • Provide research grants and opportunities management support within the SMART Program.
  • Support and coordinate end-to-end project management of SMART initiatives specifically administration of competitive research grants for SMART scholars.
  • Support and coordinate project management of international internships and research opportunities.
  • Promote SMART research initiatives to eligible scholars and other program stakeholders.
  • Manage and oversee the SMART research initiatives application process, solicitation and facilitation of review panels.
  • Develop and submit recommendations for SMART initiative research awards based on evaluation of submitted applications and evaluation panel review to the SMART Program Manager.
  • Coordinate delivery of funds to awarded SMART Scholars and support monitoring of funds.
  • Support and coordinate annual program reviews of SMART research awardees as needed based on program requirements and goals.


Required Qualifications:

  • Possess an active Secret security clearance
  • Bachelor's degree in a STEM-related field with a research background
  • At least three (3) years of recent and relevant work experience supporting STEM Education and Workforce Development or Science & Technology programs
  • Knowledge and experience in performing basic and/or applied research grants management
  • Knowledgable of STEM policy and workforce development


Preferred Qualifications:

  • Graduate degree in STEM, or other related field with relevant research experience
  • Five (5) years of recent and relevant work experience
  • Relevant experience in end-to-end project management
