Governance Integration and Policy Analyst

Position Overview:
ANSER is seeking a Governance Integration and Policy Analyst to support the Organizational and Management Policy Directorate (O&MPD) within the Office of the Director of Administration and Management (ODA&M). In this role, you will support Secretary of War (SW) and Deputy Secretary of War (DW) decision-making forums and provide analytical support to O&MPD senior leadership and portfolio managers on organizational and management policy, planning, and governance initiatives.
Day to Day Responsibilities:
- Draft, revise, and finalize official Department of War (DoW) policies in coordination with O&MPD portfolio leads, Principal Staff Assistants, the General Counsel of the Department of War, the Director of Administration and Management, the Director of Organizational and Management Policy, and Defense Agency and DoW Field Activity Directors.
- Prepare white papers, Department-level strategies and roadmaps, read-aheads, Principal-level briefings, senior official working groups, and oversight management reviews for special projects.
- Provide staffing and meeting support for SW and DW governance forums, including the SW Large Group, Secretary of War China Brief, China Integrated Deterrence Synchronization, Deputy’s Management Action Group, Warrior Readiness Council, Munitions Acceleration Council, Major Defense Acquisition Program, Legislative Review Panel, and Deputy’s Legislative Review Panel.
- Coordinate across the DoW with governance primaries and forum attendees to support alignment, transparency, and effective communication between Immediate Office leads and DoW Components.
- Identify and elevate governance-related concerns from DoW Components and facilitate resolution across organizational stakeholders.
- Support the integration and streamlining of DoW governance processes, including the development of governance charters and organizational structures.
- Provide governance support and training to DoW Components and develop and conduct training on Cross-Functional Teams (CFTs).
- Coordinate with DoW Components, the Office of the Secretary of War (OSW), Joint Staff, Military Services, and other organizations to gather information on strategic initiatives, analyze data, and support briefings and task development.
- Support senior DoW leaders and O&MPD portfolio managers with analytical products and recommendations related to organizational and management planning and policy.
- Perform other duties and responsibilities as assigned.
Required Qualifications:
- Active Secret security clearance required at the time of hire and ability to obtain a TS/SCI clearance.
- Bachelor’s degree
- 12+ years of professional experience. Will accept 5 additional years of professional experience in lieu of a degree.
- Professional experience supporting DoW, federal government, or similarly complex organizational governance, policy, or management initiatives.
- Professional experience developing policy documents, strategies, roadmaps, briefings, white papers, or other executive-level written products.
- Experience supporting senior-level governance forums, working groups, or executive decision-making processes.
- Experience using Microsoft Office applications, including Word, Excel, PowerPoint, and Teams.
- Ability to provide on-site support at the Pentagon Monday through Friday during core business hours of 9:00 a.m. to 3:00 p.m.
Preferred Qualifications:
- Active TS/SCI clearance or Top Secret clearance with SCI eligibility.
- Experience with project management, metric development and analysis, and data-driven management of complex organizations.
- Experience working directly with senior Department of War leaders and/or Principal Staff Assistants.
- Knowledge of DoW writing style and experience writing and editing concise executive-level products.
- Strong written and verbal communication skills with the ability to work effectively across organizational boundaries.
- Professionalism and tact when working with senior leaders and diverse stakeholders.
- Ability to work independently and collaboratively, adapt to changing requirements, and develop solutions to complex organizational challenges.
