Senior Financial Management Analyst

Position Summary

ANSER is seeking a Senior Financial Management Analyst to support the Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF), Special Communications Mission Solutions (SCMS) Division. The SCMS Division operates as the organic Lead Systems Integrator (oLSI®) and provides in-service engineering, maintenance, repair, and rebuild of Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems.

In this role, you will provide senior-level budget execution support, financial documentation, and financial monitoring. You will report on the financial status of Division and program/project obligations, commitments, and expenditures while supporting reconciliation processes, the Division’s operating budget, financial benchmarks, and business process assessments. You will also provide evaluations and recommendations to improve overall effectiveness, efficiency, quality, and cost performance.

Day-to-Day Responsibilities

• Provide budget execution support, financial documentation, and financial monitoring.
• Report on the financial status of Division and program/project obligations, commitments, and expenditures.
• Support reconciliation process assessments and activities to ensure accurate financial reporting and execution.
• Support the Division’s operating budget and achievement of established financial benchmarks.
• Support business process assessments and evaluations to identify opportunities to improve effectiveness, efficiency, quality, and cost performance.
• Evaluate financial and business processes and provide recommendations for improving operational and financial performance.
• Support planning, organizing, budgeting, administering, and managing financial and program activities.
• Monitor and analyze project and program financial data to identify trends, issues, and opportunities for improvement.
• Prepare, review, and maintain accurate financial documentation and supporting records.
• Provide senior-level analytical support for Division and program/project financial management activities.
• Coordinate with Government stakeholders, program personnel, and financial teams to support budget execution and financial management requirements.
• Support Navy Enterprise Resource Planning (N-ERP) activities, including evaluating, controlling, planning, organizing, budgeting, administering, and managing projects or activities.
• Assist with financial reconciliation, reporting, and analysis using N-ERP and applicable Government financial management processes.
• Provide recommendations and analytical assessments that support effective resource management and mission execution.
• Support the development and implementation of process improvements that enhance financial and operational effectiveness.

Required Qualifications

• Active DoD Secret security clearance.
• Master’s degree in any discipline plus a minimum of 10 years of relevant experience.
• A bachelor’s degree plus 4 additional years of experience related to the position’s duties may substitute for a master’s degree.
• Minimum of 5 years of experience with Navy Enterprise Resource Planning (N-ERP).
• Experience with N-ERP activities including evaluating, controlling, planning, organizing, budgeting, administering, or managing a project or activity.
• Experience providing budget execution support, financial documentation, and financial monitoring.
• Experience reporting on obligations, commitments, and expenditures for Division, program, or project activities.
• Experience supporting financial reconciliation processes, operating budgets, financial benchmarks, and business process assessments.
• Ability to evaluate financial and business processes and develop recommendations to improve effectiveness, efficiency, quality, and cost performance.
• Strong analytical skills and ability to interpret financial data and provide actionable assessments.
• Ability to work effectively with Government stakeholders and program personnel in support of financial management and mission requirements.

Only candidates who currently reside within a reasonable commuting distance to job location (50 miles) will be considered.  This positions requires hybrid work schedule with several days a week in the office.

• Extensive experience supporting Navy or Department of Defense financial management activities.
• Demonstrated experience using N-ERP to support budgeting, financial management, project execution, or program activities.
• Experience analyzing financial data, identifying trends or discrepancies, and developing recommendations for corrective action or process improvement.
• Experience supporting complex Government programs, projects, or organizational financial operations.
• Ability to evaluate and improve business processes to increase effectiveness, efficiency, quality, and cost performance.
• Strong attention to detail and commitment to financial data accuracy and documentation quality.
• Ability to manage multiple priorities and provide senior-level financial analysis in a customer-focused, mission-driven environment.
• Ability to communicate effectively with senior Government leaders, program managers, financial personnel, and other stakeholders.
