Job Title: Oracle HCM Payroll Solution Architect
Classification: Exempt under the Fair Labor Standards Act (FLSA)
Reports to: President
Work Location/Travel: Work is remote or on-site. Percentage of travel, where the travel occurs, such as locally or in specific countries or states, and whether the travel is overnight, varies. This resource must be willing and able to travel as required by the customer project.
Job Summary:
Apex IT is seeking an experienced Oracle Cloud HCM Payroll Solution Architect to lead the design and delivery of complex Oracle Cloud HCM Payroll solutions for enterprise clients. This individual will serve as the functional and solution architecture lead throughout the implementation lifecycle, partnering with executive stakeholders, business leaders, and technical teams to deliver scalable, best-practice Oracle Cloud HCM solutions.
The ideal candidate possesses deep expertise in Oracle Cloud Payroll and its integration with the broader Oracle HCM suite, including Core HR, Benefits, Time & Labor, Absence Management, Compensation, and Fast Formula. The Solution Architect will provide strategic guidance, lead solution design workshops, establish implementation standards, mentor consulting teams, and ensure successful project delivery while supporting Apex IT's continued growth and thought leadership.
Duties/Responsibilities:
Solution Architecture
- Serve as the lead Oracle Cloud HCM Payroll Solution Architect on enterprise implementations.
- Design end-to-end Oracle Cloud HCM Payroll solutions aligned with client business objectives and Oracle best practices.
- Lead solution architecture across Payroll and related Oracle HCM modules including:
- Core HR
- Time & Labor (OTL)
- Absence Management
- Benefits
- Compensation
- Talent Management
- Design scalable global payroll solutions supporting multiple legal employers, business units, and payroll relationships.
- Define implementation standards, governance, and solution design documentation.
Client Leadership
- Serve as trusted advisor to executive sponsors and business stakeholders.
- Facilitate executive workshops and solution strategy sessions.
- Translate complex business requirements into scalable Oracle Cloud HCM solutions.
- Provide recommendations regarding business process transformation and Oracle leading practices.
- Present solution architecture to executive leadership and steering committees.
Delivery Leadership
- Lead functional workstreams through the complete implementation lifecycle:
- Discovery
- Solution Design
- Configuration
- Conference Room Pilots
- Testing
- Data Conversion
- User Acceptance Testing
- Cutover
- Hypercare
- Collaborate closely with Project Managers to manage scope, risks, timelines, and resource planning.
- Ensure solution quality through design reviews and governance checkpoints.
Integration & Technical Collaboration
Partner with technical teams to design integrations using:
- Oracle Integration Cloud (OIC)
- HDL/HSDL
- HCM Extracts
- BI Publisher
- OTBI
- BICC
- REST APIs
Review technical designs to ensure alignment with functional architecture.

Supervisory Responsibilities:
May assist with training members of the technical staff.
- May conduct interviews.
- Assigns duties and responsibilities and oversees workflow of project staff.
- May conduct project performance evaluations that are timely and constructive.
Work Environment:
The work environment is remote or on-site at a client location. While remote, employees are expected to provide office space for themselves with a professional background (including virtual backgrounds) and noise level. A reliable and consistent internet connection is required.
Physical Requirements:
- Prolonged periods sitting or standing at a desk and working on a computer.
- Bending, sitting lifting, driving.
Position Type and expected hours of work:
- Full time work during Apex IT business hours and, at times, outside of business hours, if required.
Required Education and Experience:
- Bachelor's degree in Information Systems, Business, Human Resources, Computer Science, or related field (or equivalent experience).
- 10+ years of Oracle HCM implementation experience.
- 7+ years of Oracle Cloud Payroll implementation experience.
- Multiple full lifecycle Oracle Cloud HCM Payroll implementations as Solution Architect or Lead Consultant.
- Deep expertise in Oracle Cloud Payroll configuration.
- Strong knowledge of:

- Experience designing enterprise Payroll architecture.
- Strong understanding of payroll legislation and compliance.
- Experience with global payroll implementations is preferred.

Additional Eligibility Qualifications
- Oracle Cloud Payroll Certification.
- Oracle Cloud HCM Certification(s).
- Experience with Oracle Fusion Applications.
- Experience with Fast Formula development.
- Experience with Oracle Integration Cloud (OIC).
- Experience implementing payroll integrations with third-party vendors (ADP, banks, tax providers, benefit providers, etc.).
- Consulting experience within a professional services organization.
