Position Overview
The Operations Manager III will work as a contractor to support the Office of the Under Secretary of Defense for Intelligence and Security Sensitive Activities & Special Programs (SASP).

Job Responsibilities and/or Success Factors
- Operational Leadership:
- Oversee and manage daily operations within the Influence and Perception Management Office, ensuring alignment with strategic objectives.
- Develop and maintain effective quality control programs to ensure services are performed to the highest standards.
- Security and Compliance:
- Identify and mitigate security incidents, developing response measures for government leadership.
- Serve as the Program Security Officer (PSO) and subject matter expert for special security and special access program support in SCIF and SAPF environments.
- Coordination and Management:
- Monitor access to SCIF/SAPF and ensure compliance with physical and administrative security requirements.
- Coordinate with the OUSD(I&S) Special Access Program Central Office, Special Security Office, Joint Staff, and Military Services security offices for guidance and resolution of security-related issues.
- Program and Policy Management:
- Initiate and coordinate Program Access Requests (PARS) and facilitate Alternate Compensatory Control Measure (ACCM) accesses.
- Update and maintain classified access management systems of record.
- Facility and Resource Management:
- Coordinate facility, equipment, communications, and IT needs specific to SCIF/SAPF requirements.
- Prepare for and assist during required security inspections.
- Strategic Planning and Reporting:
- Assist in developing and executing approved policies and procedures for safeguarding SAP, SCI, and collateral data in support of DoD and federal interagency operations.
- Review, monitor, and report the status of action items, activities, and products using the CATMS and JSAP systems.
Education and Minimum Qualifications
- Must be a US Citizen with an active TS/SCI Clearance.
- Bachelor’s Degree
- Minimum of 10 years of experience in operations management, preferably within a defense or intelligence environment.
- Experience in managing security operations and special access programs.
- Strong organizational, communication, and leadership skills.
- Ability to work independently and collaboratively in a high-stakes environment.
- Proficiency in managing classified information and understanding of security protocols.
