Position Description:

Arlo Solutions is seeking a PMP-certified Project Manager to lead its executive administrative, administrative, and project management support team at the HHS Office of Acquisitions. The Project Manager is accountable for overall contract performance, deliverables, quality control, and staffing, and serves as Arlo's authorized point of contact with OA and ASFR. This position is designated as Key Personnel. The Project Manager directs the day-to-day work of the contractor team and coordinates additional resources in event coordination, virtual event support, strategic communications, graphic design, and copy editing as needed.

Responsibilities and/or Success Factors:

Contract Management and Client Relationship

  • Serve as the Contractor's authorized point of contact with OA and ASFR, ensuring contract compliance and satisfactory performance.
  • Maintain close coordination with the Contracting Officer's Representative (COR) and Contracting Officer and recognize and escalate any direction that may be outside the contract scope.
  • Identify, report, and help mitigate any actual or potential organizational conflicts of interest.

Team Leadership and Staffing

  • Provide all individual assignments and daily work direction to Arlo contractor staff.
  • Recruit, place, and retain qualified personnel who meet PWS requirements; manage onboarding, including background investigations, PIV cards, NDAs, and required HHS training.
  • Coordinate staff coverage across the Rockville, Humphrey Building, and remote duty locations. Deliverables, Reporting, and Quality Control
  • Develop and submit the Management Plan describing the approach, procedures, schedule, and staffing for performing the PWS.
  • Deliver Monthly Program Status Reports to the COR within 5 business days of monthly closeout, covering activities completed, planned activities, period of performance, task order number, and funded value.
  • Prepare the Annual Progress Report on the contract anniversary, including a self-assessment of quality control, management effectiveness, timeliness, customer satisfaction, and cost control.
  • Implement quality control processes so work products meet PWS standards for accuracy, clarity, timeliness, format, and editability.
  • Support accurate monthly invoicing by CLIN through the Invoice Processing Platform.

Project Management

  • Oversee the team’s administrative and coordination support for HHS conferences, which are directed by the Government.
  • Plan, schedule, and track the team's project work across OA priorities, maintaining timelines, milestones, and resource assignments to ensure on-time delivery.
  • Oversee the team's administrative and coordination support for up to two annual HHS conferences and other Government-directed initiatives, aligning contractor activities with Government direction and scope.
  • Coordinate and deploy additional resources in event coordination, virtual event support, strategic communications, graphic design, and copy editing as project needs arise.
  • Identify, assess, and mitigate project risks and issues, escalating to the COR when resolution requires Government input or may affect scope, schedule, or cost.
  • Establish consistent project management practices, tools, and templates for tracking deliverables, action items, and documentation across the team.
  • Guide the Project Coordinator and support staff in managing logistics, stakeholder communications, and project records through closeout.

Minimum Qualifications Including Certificates: 

Bachelor's degree (4-year).

  • At least eight (8) years of technical experience, including at least four (4) years of project management experience providing services to organization management and technical staff, including:
    •  supporting complex Enterprise Resource Planning (ERP) efforts and managing complex, multimillion-dollar projects in accordance with Federal laws, regulations, and procedures.
  • Working knowledge of project management best practices, such as PMI's Project Management Body of Knowledge (PMBOK).
  • Current PMI Project Management Professional (PMP) certification.
  • Experience with staffing, scheduling, and client interaction.
  • Availability during PWS Core Hours and ability to work on-site in Rockville, MD.
  • Ability to obtain and maintain an HHS background investigation and PIV card.
  • Ability to obtain and maintain a Secret Level clearance.

Desired Qualifications: 

  • Understanding of Six Sigma and Agile methodologies (desired, not required, per PWS).
  • Experience managing Federal contracts at HHS or another civilian agency, particularly in acquisition or financial management. Experience managing executive administrative support teams.
  • Experience planning and supporting large-scale conferences, Industry Days, or hybrid events.
  • Familiarity with FAR/HHSAR, CPARS, and Federal invoicing (IPP).
