Position Description:

Arlo Solutions is supporting the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Integrity and Compliance (OIC) in standing up and running the VHA Fraud Rapid Response Center ("VA War Room"). The War Room protects Veterans and taxpayer dollars through data analytics, fraud risk assessment and fast administrative action, in line with Executive Orders 14395 and 14243. The Program Analyst supports War Room operations and OIC's program integrity work. This person provides analytical, documentation and operational support for fraud, waste and abuse (FWA) lead and case development, fraud risk assessments, internal control reviews and quality audits. The analyst helps prepare weekly decision packages, maintains tracking registers and logs, drafts SOPs and reports, and supports governance and leadership reporting. The role is advisory and analytical. All final decisions stay with Government personnel.

Responsibilities and/or Success Factors:

  • FWA Lead & Case Development Support:
    • Help investigators and SMEs develop FWA leads and cases.
    • Organize case documentation and evidence, and help assemble War Room referral packages.
    • Case work is done only under Federal investigator direction. 

  • Weekly Decision Packages:
    • Help prepare weekly analytic runs and decision-ready case packages that include facts, analysis, a recommendation and traceability.

  • Tracking & Oversight:
    • Keep the overpayment, recovery and referral status tracking register and the oversight and tracking support log up to date.

  • Fraud Risk & Internal Controls Support:
    • Support fraud risk assessments, internal control assessments, root cause analysis and remediation planning as tasked by OIC.
  • Quality Audits & QA: 
    • Apply case-file QA checklists and sampling plans, and support quality reviews of workpapers and deliverables.
       
  • Case Management Workflow:
    • Help develop intake and triage SOPs, the case lifecycle and status taxonomy, and workflow process maps and RACI charts, aligned with CIRTS practices.

  • Governance & Reporting:
    • Prepare monthly governance and milestone reports, dashboards, outcome summaries and ad hoc white papers for VA leadership.

  • Meeting & Stakeholder Support:
    • Coordinate and document meetings with OIC, VHA and ERM stakeholders.
    • Track action items and follow-ups. 

  • Training & Knowledge Transfer:
    • Help develop training materials, templates and knowledge transfer content so VA staff can sustain War Room operations on their own.

  • Flexibility:
    • Must be able to work effectively in a fluid, dynamic, and fast-paced environment

Minimum Qualifications Including Certificates:

  • Able to pass a Tier 2 / Moderate Background Investigation (MBI) and get a VA PIV card
  • Must be legally eligible to work in the United States
  • Bachelor's degree 3-5 years of experience with federal healthcare program integrity or FWA work, such as fraud risk assessments, internal controls, quality audits, or case development support 
  • Strong analytical, research and documentation skills
  • Experience preparing reports, briefings, SOPs and tracking tools for federal clients
  • Advanced Microsoft Excel, Word, PowerPoint and SharePoint skills
  • Strong written and verbal communication skills, and the ability to handle short-turnaround requests
  • Able to handle PHI and sensitive information under HIPAA and VA privacy requirements, and to complete the required VA TMS trainings 


Desired Qualificationst: 

  • Experience with VA/VHA, CMS, Medicare or Medicaid programs Healthcare claims, payment integrity or improper payment experience
  • Familiarity with the GAO Fraud Risk Framework, GAO Green Book and OMB Circular A-123
  • Experience with Enterprise Risk Management (ERM)
  • Experience with case management or compliance tracking systems (e.g., CIRTS) Familiarity with VA Community Care
  • Familiarity with Palantir, Power BI, Tableau or similar analytics and reporting tools
  • Process improvement experience (Lean, Six Sigma or kaizen) Certified Fraud Examiner (CFE) or a related certification
