Position Description:

The Security Task Lead (STL) is accountable for leadership and oversight of contractor support to DC3 Security Directorate tasking, ensuring compliant execution of personnel security processing support, physical security, SCIF operations support, security programs reviews (industrial/information/personnel/OPSEC/CUI), COOP support, and security surveys/assessments. The STL coordinates day-to-day execution, ensures deliverable quality and timeliness, manages security-team staffing and workflow, and provides proactive risk identification and issue escalation to Government stakeholders—without performing inherently governmental functions.

Location:  Onsite - Linthicum Heights, MD

Clearance:  Active TS/SCI 

Responsibilities and/or Success Factors:  

Security task leadership and operational management

  • Direct and oversee contractor execution of Security tasks, including assigning work, monitoring progress, conducting internal quality reviews, and ensuring consistent compliance with Government-provided procedures and schedules.
  • Establish and maintain team SOPs/work instructions aligned to the PMP and security deliverable requirements.

Personnel security processing oversight 

  • Manage contractor support for clearance lifecycle processing activities (e.g., SF-86 assistance, NBIS submission support, audit/reporting support), ensuring timeliness targets and quality standards are met and discrepancies are identified and corrected for Government review.
  • Ensure required security training/awareness support is executed, tracked, and reported as required.

Physical security & access control oversight 

  • Ensure physical security inspection processes are executed weekly using the approved checklist
    • ensure reports are delivered within required timelines and critical deficiencies are immediately reported to Government POCs. 

Oversee access control administration support, system audits, and monthly audit log delivery;

  • Ensure incident reporting timelines are met. SCIF security operations support 
  • Oversee contractor performance supporting access verification, access logging, inspections, and escort processes as required; ensure discrepancy reporting is immediate.

Security program reviews, assessments, and corrective actions

  • Ensure required monthly reviews (industrial/information/personnel/OPSEC/CUI) are executed;
    • ensure discrepancies are reported within PWS-defined timelines;
    • ensure corrective actions are tracked to completion and reflected in required reporting. 
  • Oversee planning and execution of Security Vulnerability Assessments (SVAs) and compliance inspections, ensuring schedules are prepared for Government approval and deliverables are submitted on time.

Risk management, quality control, and communications 

  • Maintain a security risk/issues tracking process aligned to the program RMP; elevate issues rapidly to the PM and Government security leadership.
  • Ensure all security deliverables meet formatting, security marking, and quality expectations;
    • coordinate corrections and resubmissions as needed. 
  • Coordinate with the Program Manager to ensure security staffing, training, and continuity plans support stable operations.

Minimum Qualifications Including Certificates: 

  • TS/SCI clearance
  • Security Fundamentals Professional Certification (SFPC).
  • Three (3) years of experience within the last ten (10) years managing a security program of similar size/complexity.

Desired Qualifications: 

  • Demonstrated experience leading security compliance programs supporting physical security, SCIF operations, personnel security processing, and inspection readiness in DoD environments.
  • Experience developing inspection schedules, checklists, and corrective action tracking systems that support “commendable” outcomes during external inspections.
  • Familiarity with multi-network tasking environments and reporting discipline (e.g., tight incident reporting timelines and frequent recurring deliverables).
