Position Description:

The XE Senior Policy Analyst provides senior-level policy research, analysis, coordination, and project management support to DC3 Strategy and Partner Engagement (XE) functions. The role leads development of policy products, supporting materials, and stakeholder engagement artifacts; manages complex policy initiatives from initiation through delivery; and ensures DC3 policy artifacts remain current, compliant, and well-documented for Government review and decision-making. The Senior Policy Analyst operates in a strictly advisory/support capacity—providing recommendations, draft products, analysis, and coordination support—while policy decisions and approvals remain Government responsibilities.

Responsibilities and/or Success Factors:  

Policy research, drafting, and lifecycle management

  • Conduct comprehensive research on policy issues and guidance originating from Presidential, National, Federal, International, DoW/DoD, DAF, and DC3 authorities; translate findings into clear, actionable draft policy language and coordination packages for Government review.
  • Draft, update, and maintain DC3 policy artifacts, ensuring accuracy of roles, responsibilities, and authorities;
    • maintain version control, change logs, and a policy repository aligned to Government standards. 
  • Proactively manage the DC3 policy lifecycle to prevent policy non-compliance caused by outdated or unrevised internal policies; track review cycles, suspense dates, and coordination status;
    • flag risks early for Government awareness.

Tasking intake and coordination support 

  • Monitor and manage taskings across designated channels (e.g., ETMS2, email, NIPRNet, SIPRNet, JWICS) as assigned; develop and maintain task trackers; coordinate inputs across DC3 directorates;
    • and draft responses for Government review and release. 
  • Identify overdue/at-risk taskings;
    • provide early-warning status updates and recommended path-to-green recovery actions to Government leadership. 
  • Support Action Officer program administration, including rosters, training record updates, and task execution onboarding/job aids.

Support agreement and interagency coordination support 

  • Assist Government Support Agreement Manager with drafting/coordination of support agreements and related documentation, maintaining comment matrices, version control, renewal tracking, and supporting evidence packages (as directed).
  • Prepare draft annexes, MFRs, and crosswalks between agreement language and cost structures to enable Government certification/approval. Strategic analysis, planning integration, and executive communications enablement
  • Develop policy-to-strategy alignment narratives and mapping artifacts that link DC3 objectives, initiatives, and performance measures (KPIs) to higher-level guidance and stakeholder requirements.
  • Prepare backgrounders, talking points, read-aheads, and briefings supporting DC3 participation in working groups and senior leader engagements; capture actions/decisions and maintain trackers to closure.
  • Coordinate and consolidate multi-directorate inputs into executive-level products, ensuring they are logically structured, consistent, and formatted to DC3 standards for Government decision-making.

Project management and performance measurement

  • Plan and manage complex policy projects end-to-end: develop schedules, dependencies, stakeholder coordination plans, and progress reporting; maintain risks/issues and propose mitigations (recommendations only).
  • Support performance measurement activities by maintaining policy program metrics (as applicable), producing status summaries, trend observations, and decision-support insights for Government review.

Compliance, records management, and non-inherently governmental boundaries

  • Ensure all work products clearly reflect contractor authorship and remain within advisory/support functions;
    • do not make policy decisions, obligate the Government, or direct Government personnel. 
  • Maintain records as Government property;
    • ensure appropriate markings and protection of sensitive information as required by Government direction.

Minimum Qualifications Including Certificates: 

  • TS/SCI clearance
  • Experience developing/managing policy for DAF/DoD in forensics, cybersecurity, or cyber threat analysis.
  • Demonstrated ability to apply strong analytical and problem-solving skills to resolve complex technical and operational challenges.
  • Proven ability to communicate effectively across all organizational levels and present complex information clearly in writing and orally.
  • Comprehensive knowledge of policies impacting cybersecurity, forensics, cyber training, and system development to ensure compliance and guide project execution.
  • Familiarity with National Cyber Intelligence programs.
  • Knowledge of DoD and US IC resource planning policy.

 

Desired Qualifications: 

  • Demonstrated experience staffing senior leader policy forums and interagency working groups, including creation of read-aheads, decision memos, and comment-resolution matrices.
  • Experience implementing policy governance controls (repository management, version control, lifecycle schedules, and compliance dashboards).
  • Strong working knowledge of DC3-adjacent mission domains (digital forensics enterprise support, cyber operations enablement, lab/ORTA technology transition) to better anticipate policy impacts and stakeholder concerns.
