Engineering Program Manager

United States - Remote; Virginia, United States

About Armaments Research Company

Armaments Research Company (ARC) is a technology company dedicated to bringing real-time situational awareness and battlefield logistics capabilities to the warfighter. You will be an integral part of the ARC team managing program execution in support of our innovative and powerful IoT devices to enhance national security.

Our core offering is the ARC AI-Enabled Weapons Sensor (AEWS), which collects and transmits real-time tactical data to the cloud. This information enables battlefield/tactical awareness and aggregated insights into big data sets that do not exist today. ARC technologies were initially developed in partnership with DARPA and the National Science Foundation and leverage internet-of-things (IoT) technology and machine learning to derive actionable insights and transform operational responses. This novel technology will be deployed at scale to enhance safety, decision-making, and sustainment for the warfighter at the tactical edge.

What You'll Do

As ARC’s Engineering Program Manager, you’ll own the execution of our hardware development lifecycle—from prototype builds to scaled production. You’ll manage configuration control, enforce process discipline, and coordinate tightly with engineering and operations teams to deliver high-reliability hardware on schedule. You’ll ensure all builds are documented, repeatable, and aligned with program milestones.

In parallel, you’ll serve as the operational lead for our growing bench of engineering contractors, managing day-to-day tasking, deliverables, and performance tracking. You’ll support integration across mechanical, electrical, and firmware disciplines, helping remove technical blockers and driving cross-functional collaboration to keep programs moving forward.

Role Responsibilities - How You Will Make an Impact

Hardware Project Management

  • Plan and execute hardware build schedules across internal and external engineering teams, vendors, and manufacturing partners.
  • Own configuration management (CM) and documentation control throughout the hardware development lifecycle.
  • Implement process controls and change management best practices for iterative product development and scaling.
  • Support cross-functional integration of mechanical, electrical, and firmware engineering milestones, identifying risks early and resolving blockers.
  • Coordinate part procurement, supply chain management, DVT, EVT, and production ramp activities in partnership with engineering and operations.
  • Provide program visibility to company leadership with clear schedules, KPIs, and risk assessments.
  • Partner with our manufacturing partners and system integrators to support production builds and onsite troubleshooting when needed.

Outsourced Engineering Management

  • Serve as the operational manager for all engineering 1099 contractors—assigning work, tracking performance, and aligning deliverables to program needs.
  • Integrate External Workstreams: Act as the primary interface between 1099 contributors and internal engineering teams, coordinating deliverables and ensuring seamless technical integration.
  • Scoping & Onboarding: Define scopes of work, vet new 1099 candidates, and onboard external talent with the tools, processes, and context they need to succeed.
  • Project Coordination: Track milestones, flag blockers, and manage alignment between outsourced efforts and internal development timelines.
  • Quality Assurance: Review and enforce technical standards, code quality, documentation practices, and validation processes across outsourced deliverables.
  • Stakeholder Communication: Regularly update internal leadership on the status of outsourced work and surface any risks or dependencies.
  • Budget & Contract Oversight: Monitor contractor hours and project budgets, ensuring delivery remains within financial scope.

Relevant Skills and Experience

  • 5+ years experience managing engineering programs in hardware, systems integration, or a related field.
  • Familiarity with hardware product development cycles and supply chains, including prototype builds, reliability testing, and production readiness.
  • Demonstrated success managing 1099 or contract-based technical contributors.
  • Technical fluency in mechanical, electrical, and/or firmware engineering concepts.
  • Experience implementing and managing CM systems and documentation workflows.
  • Comfortable navigating ambiguity and solving high-impact, cross-functional challenges.
  • Outstanding organizational, communication, and decision-making skills.
  • Experience with documentation-focused tools such as Confluence, Jira.

Form CC-305
OMB Control Number 1250-0005
Expires 04/30/2026

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
