Business Analyst
Assertive Professionals is seeking a Business Analyst supporting our National Security Customer in Springfield, VA.
This is a proposed position.

Responsibilities Include:
• Provide expert advice, recommendations, and support regarding certification development
• Contributes to all tasks supporting the development, maintenance, and sustainment of the NGA Certification Program in accordance with the references highlighted in draft DoD Manual 3305.10.
• Develops and maintains GEOINT Certifications that will achieve NCCA accreditation by:
▪Utilizes accepted academic and industry standards to develop, analyze, assess, and modify high stake examinations such as certifications.
▪Recommend, defend, and justify provisional and operational cut scores for GEOINT assessments.
▪Continuously monitor GEOINT certification performance (overall and items level) to ensure that the assessments/certifications are performed as intended.
▪Train and lead GEOINT subject matter experts in developing test questions appropriate for the proficiency level to be assessed and assemble a pilot test.
▪Facilitate and conduct a standard setting panel to develop a provisional cut score for the assessment, assist pilot planning and execution.
▪Analyze and use test results and SME feedback to develop operational assessment.
▪Draft technical reports detailing industry standard processes used in the development of GEOINT certification assessments.
▪Support accreditation package development.
Required Experience and Qualifications:
•Active TS/SCI
•Master’s Degree in Industrial-Organizational Psychology which cannot be substituted for work experience.
•36 months demonstrated experience advising clients of ethical and legal standards and risks related to employee selection and psychometric assessment.
•36 months demonstrated experience developing and maintaining compliance with third-party bodies such as the Institute for Credentialing Excellence and National Commission for Certifying Agencies.
•36 months demonstrated experience designing and constructing legally defensible test instruments to include: Subject Matter Expert training, Item Development workshop facilitation, Standard-Setting Panel administration.
