Position Overview
The Senior Project Manager will lead the planning, coordination, and execution of strategic and tactical project management services in support of the PMO branch of a federal agency. This role is responsible for aligning program performance with the agency’s enterprise IT framework and ensuring compliance with federal mandates, while driving data-informed reporting, stakeholder engagement, and performance maturity across all project portfolios.
The successful candidate will bring deep experience in program oversight, strategic planning, performance management, and executive engagement in a federal IT environment.
This is a remote-eligible position with occasional on-site requirements in Washington, DC or Atlanta, GA, subject to government approval. This position requires the ability to obtain and retain a Tier 4 High Risk Public Trust clearance.
Key Responsibilities
- Project & Program Oversight
- Oversee all aspects of contract execution including scheduling, documentation, quality assurance, and delivery of task order requirements.
- Manage the development and lifecycle tracking of strategic and tactical plans, including performance baselines, metrics, and milestones.
- Support and ensure compliance with the agency’s EPLC framework, FITARA, and FISMA requirements for all client projects and investments.
- Facilitate investment review activities including development of IRB charters, templates, SOPs, and dashboards.
- Performance Management & Reporting
- Develop monthly and ad-hoc dashboards using Power BI and SharePoint to report project/program status to client leadership and stakeholders.
- Create milestone charts and scorecards that visually reflect strategic alignment, impact, and value of initiatives.
- Analyze project data using government-approved tools to improve reporting accuracy, trend forecasting, and decision-making.
- Strategic & Tactical Planning Support
- Support the development and alignment of client’s Strategic and Tactical Plans with program-level objectives and investments.
- Maintain and track progress of tactical planning initiatives using ServiceNow or equivalent.
- Lead the data collection and validation process to measure ongoing performance against established goals.
- Risk and Issue Management
- Develop, update, and maintain Risk and Issue Logs/Registers, ensuring accessibility and utility across stakeholders.
- Identify potential adverse impacts early and initiate proactive mitigation strategies in consultation with the Government.
- Communications and Documentation
- Manage and maintain content and documentation in an internal collaboration space (e.g., SharePoint), ensuring 508 compliance.
- Provide agendas, draft minutes, and final minutes for all POE-related meetings.
- Maintain and disseminate an up-to-date OIS Program Guide covering programs, initiatives, and organizational structure.
- Training and Stakeholder Engagement
- Develop training materials (e.g., user guides, tip sheets, videos) for POE tools and resources and deliver approved training virtually or in person.
- Provide customer service and responsive support to agency leadership, staff, and stakeholders within one business day for inquiries.
- Executive Support & Continuous Improvement
- Lead kickoff briefings, planning sessions, and stakeholder coordination meetings.
- Develop and socialize performance improvement recommendations with measurable outcomes.
- Implement lessons learned into SOPs and ensure alignment with enterprise methodologies.
Minimum Qualifications
Education
- Bachelor’s degree in Project Management, Business Administration, Information Systems, Public Administration, or a related field.
- Master’s degree preferred.
Experience
- Minimum of 8 years of progressive experience in project or program management, with demonstrated success managing complex federal or enterprise-level initiatives.
- Minimum of 4 years supporting a Strategic Planning office, PMO, or enterprise performance program.
- Experience with Capital Planning and Investment Control (CPIC), EPLC, and IT investment governance strongly preferred.
Certifications
- PMP (Project Management Professional) certification is desired but not required.
- ITIL Foundation or Certified ScrumMaster (CSM) a plus.
Technical Skills
- Expertise in:
- Microsoft SharePoint, Teams, Outlook
- Power BI and Power Apps
- Excel (advanced), PowerPoint, and Word
- Project/task management tools such as ServiceNow, Asana, or Trello
- Familiarity with Section 508 Compliance requirements and documentation practices.

Compensation and Benefits
- Salary Range: $150,000 to $165,000 commensurate with qualifications and experience.
