We are seeking a highly skilled and experienced Program Manager to oversee enterprise IT programs supporting web content management, operations and maintenance (O&M), and digital modernization initiatives. The ideal candidate will have extensive experience managing large-scale federal IT programs, particularly those involving public-facing web platforms, content management systems, and cloud-based environments. This role requires leadership of multi-disciplinary teams delivering high-availability systems, continuous enhancements, and compliance-driven solutions. The Program Manager will be responsible for planning, execution, and delivery of complex IT programs, ensuring alignment with contractual requirements, performance objectives, and quality standards. Experience managing mission-critical software development and O&M programs is essential.
The ability to obtain and maintain a Public Trust clearance is required. This is a hybrid role based in the Washington, DC metropolitan area.
Responsibilities:
Program Planning and Execution:
- Lead development of comprehensive program plans, including scope, objectives, milestones, and deliverables.
- Oversee program execution, ensuring adherence to schedules, SLAs, and performance metrics.
- Coordinate across cross-functional teams supporting development, infrastructure, content management, and operations.
- Manage delivery across project management and O&M functions.
- Monitor program performance, identify risks, and implement mitigation strategies.
Contract Management and Compliance:
- Serve as the primary point of contact for stakeholders and leadership.
- Manage responses to BPA Calls and/or Task Orders
- Ensure compliance with contract requirements and federal regulations (FAR, DFARS, and related guidance)
- Maintain strong working relationships with stakeholders, subcontractors, and internal teams.
- Oversee preparation and submission of program deliverables, reports, and documentation.
- Ensure compliance with Section 508 accessibility, FISMA, and FedRAMP requirements.
Financial Management and Budget Oversight:
- Develop and manage program budgets, forecasts, and resource plans.
- Track expenditures and ensure alignment with financial targets.
- Conduct financial reviews and provide reporting to leadership.
- Optimize resource allocation to support evolving program priorities.
Risk Management and Quality Assurance:
- Identify program risks and develop mitigation strategies.
- Implement quality assurance processes to ensure delivery of secure, accessible, and high-performing systems.
- Oversee compliance validation, including accessibility and content quality standards.
- Conduct periodic program reviews and implement continuous improvement actions.
Team Leadership and Development:
- Provide leadership to multi-disciplinary teams including developers, analysts, QA testers, accessibility specialists, and operations staff.
- Foster a collaborative, Agile delivery environment focused on continuous improvement.
- Mentor staff and support professional development.
- Ensure effective coordination across distributed teams and subcontractors.
Strategic Modernization and Innovation:
- Lead adoption of modern content management platforms (e.g., Drupal) and cloud-based architecture (AWS preferred)
- Drive implementation of Agile and DevSecOps practices, including CI/CD pipelines.
- Identify opportunities to improve automation, system performance, and content lifecycle management.
- Promote scalable, secure, and maintainable solutions aligned with enterprise IT strategies.
Qualifications:
- Bachelor’s degree in information technology, Business Administration, or related field (or equivalent experience)
- PMP certification preferred
- Agile certification (CSM, SAFe) preferred.
- Minimum of 10 years of experience in program management for federal IT programs
- Proven experience managing large-scale web or CMS programs.
- Experience managing O&M for mission-critical, public-facing systems.
- Strong knowledge of federal contract regulations (FAR, DFARS)
- Experience in managing budgets, subcontractors, and multi-team delivery environments.
- Technical familiarity with:
- Drupal or enterprise content management systems
- Cloud platforms (AWS preferred)
- DevSecOps tools and CI/CD pipelines (e.g., Jenkins, GitLab, Docker, Kubernetes)
- Accessibility compliance tools and standards (Section 508, WCAG)
- Excellent leadership, communication, and stakeholder engagement skills
- Strong analytical and problem-solving abilities
Compensation:
Salary Range: $180,000 – $190,000 annually (commensurate with experience)
