A-TEK is seeking an experienced Senior Project Manager to lead enterprise application development, application modernization, and operations and maintenance (O&M) initiatives supporting a Federal civilian customer.

The successful candidate will oversee multidisciplinary Agile delivery teams responsible for maintaining and modernizing a portfolio of enterprise business applications hosted within Microsoft cloud technologies. This individual will provide overall project leadership while serving as the primary interface between Government stakeholders and technical delivery teams.

The ideal candidate possesses strong leadership skills, extensive Federal IT program management experience, and a proven track record successfully managing software development, cloud modernization, DevSecOps, and Agile delivery programs. This is a hybrid role based in Washington, DC.

Key Responsibilities

Program Planning and Execution

  • Lead planning, execution, monitoring, and successful delivery of enterprise software development and modernization projects.
  • Develop and maintain integrated project schedules, work plans, milestones, resource plans, and project deliverables.
  • Manage concurrent software development, operations and maintenance, and modernization activities across multiple workstreams.
  • Ensure successful execution of contract requirements while meeting customer expectations for quality, schedule, and cost.
  • Coordinate activities across project management, business analysis, software engineering, quality assurance, cybersecurity, infrastructure, and cloud engineering teams.
  • Monitor project progress and proactively resolve schedule, staffing, and technical issues.
  • Ensure deliverables are completed on time and meet quality expectations.

Customer Relationship Management

  • Serve as the primary point of contact for Government leadership and stakeholders.
  • Develop trusted relationships through responsive communication and proactive project management.
  • Facilitate recurring project meetings, executive briefings, sprint reviews, and technical discussions.
  • Prepare executive presentations, status reports, meeting minutes, dashboards, and performance metrics.
  • Coordinate responses to customer requests, emerging priorities, and production issues.
  • Foster a collaborative partnership focused on continuous improvement and customer satisfaction.

Agile Delivery Leadership

  • Lead Agile software delivery teams utilizing Scrum or Kanban methodologies.
  • Facilitate sprint planning, backlog refinement, sprint reviews, retrospectives, and release planning activities.
  • Partner with Product Owners and technical leadership to prioritize work based on mission priorities and business value.
  • Ensure user stories contain clear acceptance criteria and are ready for development.
  • Monitor team velocity, sprint performance, and project health metrics.
  • Promote Agile best practices across delivery teams.

Financial Management and Resource Planning

  • Develop and manage project budgets, staffing plans, burn-rate forecasts, and resource allocations.
  • Monitor labor utilization and project expenditures to ensure financial performance.
  • Coordinate staffing assignments across multiple technical disciplines.
  • Identify staffing gaps and work with Talent Acquisition to recruit qualified personnel.
  • Support subcontractor coordination and overall contract performance.
  • Prepare financial reports and provide project forecasts to executive leadership.

Risk Management and Quality Assurance

  • Identify project risks, issues, assumptions, and dependencies.
  • Develop mitigation strategies and corrective action plans.
  • Maintain project risk and issue registers.
  • Monitor project performance through key performance indicators and project metrics.
  • Ensure compliance with organizational quality management processes.
  • Lead continuous improvement initiatives focused on delivery excellence.

Technology Delivery Oversight

  • Provide executive oversight of enterprise application development and modernization initiatives.
  • Collaborate with Solution Architects and Technical Leads on technical strategy and implementation.
  • Support adoption of Agile engineering, DevSecOps, cloud technologies, and automation.
  • Ensure development teams follow secure software development practices.
  • Promote process automation and operational efficiencies.
  • Support continuous modernization of enterprise business applications.

Team Leadership and Professional Development

  • Lead multidisciplinary teams consisting of Project Managers, Business Analysts, Software Developers, Quality Assurance Engineers, Cloud Engineers, and Technical Architects.
  • Foster a collaborative, customer-focused work environment.
  • Mentor team members and support professional development.
  • Conduct performance reviews and provide coaching and guidance.
  • Encourage innovation, accountability, and continuous learning.

Required Qualifications

  • Bachelor's degree in Information Technology, Computer Science, Business Administration, Engineering, or a related discipline (or equivalent professional experience).
  • Minimum 10 years of experience managing Federal IT programs.
  • Minimum 5 years leading Agile software development and application modernization initiatives.
  • Demonstrated experience managing enterprise application development, operations and maintenance, and cloud modernization projects.
  • Experience managing geographically distributed technical teams.
  • Experience supporting mission-critical software systems within a federal environment.

  • Experience supporting Section 508 accessibility initiatives.
  • Experience supporting cybersecurity compliance activities.

Compensation

Salary Range: $170,000 – $190,000 annually (commensurate with experience)
