Axle is seeking a Senior IT Advisor to join our vibrant team at the National Institutes of Health (NIH) supporting the The National Heart, Lung, and Blood Institute (NHLBI) in Bethesda, MD.

Background Information and Objective:

The National Heart, Lung, and Blood Institute’s Information Technology and Applications Center (ITAC), within the Infrastructure Services Branch (ISB), requires support to evaluate and improve its current state in program, portfolio, and project management. The contractor will assess current processes and practices, identify gaps, and recommend and support solutions that improve performance, operational effectiveness, and alignment with the scientific and administrative needs of the Institute.

 

Objectives

  • Evaluate ITAC’s current state in program, portfolio, and project management.

  • Plan and implement solutions to address gaps and improve performance related to general management practices and management of scientific IT projects and programs.

  • Assess PMO-related processes and practices, process improvement, risk management, problem management and response, tracking of integrations and dependencies across projects, portfolio management practices, technology tracking, strategic planning, appropriateness of tools and processes to scientific and administrative needs, release management, and readiness for DevOps.

  • Make recommendations for more effective and efficient use of technology and ITAC operations to better support the scientific mission.

  • Work with ITAC staff to define a target state for the organization, processes, tools, and technology required to meet the evolving needs of the Institute.

  • Collaborate with the NHLBI Enterprise Architect to establish cohesive processes for ensuring technical and programmatic alignment of multi-component software products and the infrastructure that supports them.

  • Attend and participate in regularly scheduled and ad hoc meetings.

 

Specific Requirements

  • Evaluate Information Technology and Applications Center (ITAC)’s current state in program, portfolio, and project management.

  • Plan and implement solutions to address gaps and improve performance related to general management practices, management of scientific IT projects and programs, including reusable services, software integrations, and alignment of mission to project goals.

  • Conduct an assessment of the current state of ITAC with respect to:

    • PMO related processes and practices

    • Process Improvement

    • Risk Management

    • Problem Management and Response

    • Tracking of integrations and dependencies across projects

    • Portfolio Management Practices

    • Technology Tracking

    • Strategic Planning

    • Appropriateness of tools and processes to scientific needs of the Institute

    • Appropriateness of the tools and processes to the administrative needs of the Institute

    • Release Management

    • Readiness for DevOps

  • Make recommendations for more effective and efficient ways to utilize technology and operate the ITAC in order to better support the scientific mission.

  • Work with ITAC staff to define a target state for the organization, processes, tools, and technology required to meet the evolving needs of the Institute, including responsiveness to scientific and technological advances.

  • Collaborate with the NHLBI Enterprise Architect to establish cohesive processes for ensuring technical and programmatic alignment of multi-component software products and the infrastructure to support them.

  • Attend and participate in regularly scheduled and ad hoc meetings.

 

Deliverables

  • Work products and documents related to evaluating ITAC’s current state in program, portfolio, and project management, and planning and implementing solutions to address gaps and improve performance related to general management practices and management of scientific IT projects and programs.

  • Work products and documents related to conducting an assessment of the current state of ITAC with respect to PMO related processes and practices, and determining appropriateness of tools and processes to scientific needs and the administrative needs of the Institute.

  • Work products and documents related to making recommendations for more effective and efficient ways to utilize technology and operate the ITAC PMO in order to better support the scientific mission.

  • Work products and documents related to working with ITAC staff to define a target state for the organization, processes, tools, and technology required to meet the evolving needs of the Institute, including attendance and participation in regularly scheduled and ad hoc meetings.

This role has a market-competitive salary with an anticipated base compensation range listed below. Actual salaries will vary depending on a candidate’s experience, qualifications, skills, and location.

Salary Range

$110,000 - $120,000 USD
