Barbaricum is seeking a Procurement Specialist to assess, interpret and apply company, government and industry policy procedures and regulations throughout the procurement process.
Responsibilities:
- Perform turnkey acquisition functions to include proposal support, sourcing, RFP/RFQ/RFI, supplier response/proposal evaluation, contractual award, close-out, and maintenance processes.
- Create, manage, and maintain compliant Procurement related documentation through administration of source documentation files.
- Apply procurement techniques to support acquisition planning and strategies for materials, software, and simple services.
- Serve as a business advisor to internal customers, providing alternative solutions to requested items when such solutions offer benefits like enhanced performance, cost savings, or improved scheduling.
- Develop sourcing lists for various commodities to support the development of Requests for Information (RFI), Quotations (RFQ), and Proposals (RFP), as well as engage in complex negotiations with vendors.
- Negotiate all aspects of procurements including price, payment and delivery terms, quality requirements, and other factors to achieve the best value procurement possible.
- Maintain a working knowledge of Federal Acquisition Regulations (FAR) and standard procurement practices to ensure compliance and efficiency in procurement operations.
- Perform terms and conditions review for regulatory compliance, applicable flow-downs, and risk management assessments.
- Conduct supplier cost management, foster competition, and perform price analysis to ensure fair and reasonable pricing.
- Manage cradle-to-grave purchase order administration and file maintenance, from solicitation to closeout.
Qualifications:
- Bachelor’s degree in business, finance, or related field (or equivalent related experience)
- 3-5 years of relevant experience supporting Federal prime contracts. Ideally, in a Contractor Purchasing System Review (CPSR) compliant environment
- Have a thorough knowledge of operating within a Contractor Procurement System Review (CPSR) approved system
- Have a thorough working knowledge of FAR/DFAR regulations
- Have a working knowledge of Export Control regulations
- Have background in Services Subcontracts and Materials Purchases
- Ability to assess, interpret and apply company, government and industry policy, procedure and regulations, standards, specifications, and handbooks to the unique requirements of tasking
- Thorough understanding and administration of firm-fixed, cost type and time-based contract types
