Senior Scientific Expert - Biomedical Informatics and Data Science
Overview
Black Canyon Consulting (BCC) is actively looking for Senior Scientific Expert - Biomedical Informatics and Data Science to support the Office of the Director, Division of Extramural Programs (EP), at the National Library of Medicine (NLM).
The Division of Extramural Programs provides policy guidance, program development, evaluation, coordination, and overall operational and administrative management for extramural programs provided by the National Library of Medicine. Extramural Programs consists of the following organizational units: Office of the Director, Administration, Grants Management, Scientific Review, Program Management, and Committee Management. The Division’s activities have national and international impact on the extramural library and informatics community through grants and contract support of biomedical computing and information projects, including informatics/biomedical informatics research, resource grants (databases, information networks, internet connections, enterprise information systems, including the National Network of Libraries of Medicine), national programs in training for research in bioinformatics and data science, clinical informatics, health informatics, support of conferences, and Small Business Innovative Research grants; also supported are publication grants, primarily in the field of medical history.
The Senior Scientific Expert in Biomedical Informatics and Data Science holds independent responsibility for strategic planning and science visioning within the Division of Extramural Programs, encompassing biomedical informatics and data science. Key duties include:
Strategic Research Program Planning:
- Initiates, designs, and updates processes to identify research priorities aligned with NLM and NIH strategic goals.
- Leads analyses of biomedical informatics policy issues to shape research agendas and influence strategic plans.
- Conducts and analyzes Requests for Information (RFI) to identify research priorities outlined by scientific stakeholders.
- Manages portfolio analysis and summarizes grant investments to inform strategic decision-making.
- Prepares a strategic plan aligned with a ONE-NLM vision.
Advisory and Representational Responsibilities:
- Briefs Division and NLM leadership on scientific research and policy issues, prepares for high-level meetings, and develops strategic briefing materials.
- Prepares recurring and special documents containing substantive scientific information, fiscal data, and policy options.
Qualifications:
- Advanced degree (Ph.D., M.D., or equivalent) with experience in biomedical informatics, health sciences, social/behavioral sciences, or related fields.
- Expertise in strategic planning, science visioning, and policy analysis within biomedical informatics or related disciplines.
- Knowledge of NIH grant funding mechanisms and experience in portfolio analysis.
- Proven ability to lead complex analyses, influence policy development, and communicate effectively with diverse stakeholders.
- Experience in managing interdisciplinary projects and collaborating across NLM units and with external partners.
- Strong analytical skills with proficiency in data interpretation and reporting.
