Job Summary:
The Director, Procurement & Outsourcing Management is responsible for developing and leading the company's enterprise-wide procurement strategy and outsourcing governance framework, ensuring that vendor relationships, contracts, and expenditures are managed with rigor, efficiency, and alignment to corporate objectives. This role plays a critical operational and strategic function within a pre-commercial I&I biotechnology company, overseeing the full lifecycle of vendor engagements — from vendor identification and qualification through contract execution, performance oversight, and renewal or closeout. The Director partners closely with Clinical Operations, CMC/Technical Development, Finance, Legal, and Regulatory Affairs to ensure that outsourced activities are delivered on time, within budget, and in compliance with applicable regulatory and quality standards.
Work Arrangement & Location:
Hybrid - This position follows a hybrid work schedule, requiring a minimum of two (2) days on-site per week — currently designated as Tuesday and Wednesday. Additional on-site days may be required based on business needs, team priorities, or leadership direction.
Essential Duties and Responsibilities:
- Develop and implement a comprehensive procurement strategy and outsourcing governance framework that aligns vendor management practices with the company's clinical, scientific, and operational priorities across the I&I portfolio.
- Lead the end-to-end vendor lifecycle for all major outsourced functions, including CROs, CMOs, specialty laboratories, and professional services providers, from RFP development and vendor qualification through contract award, performance oversight, and closeout.
- Oversee the development, negotiation, and execution of master service agreements (MSAs), statements of work (SOWs), change orders, and vendor amendments in partnership with Legal, Finance, and relevant functional leads.
- Establish and manage a vendor performance management program, including governance meeting cadence, key performance indicators (KPIs), scorecard frameworks, and escalation protocols for underperforming vendors.
- Lead strategic sourcing initiatives to optimize vendor spend, consolidate the supplier base where appropriate, and identify cost-saving or value-creation opportunities without compromising quality or delivery timelines.
- Develop and maintain a comprehensive vendor registry, preferred vendor list, and outsourcing decision framework to support consistent and defensible vendor selection across all functional areas.
- Partner with Finance on budget forecasting, purchase order management, invoice reconciliation, and accruals for all outsourced activities; serve as the primary liaison between Procurement and Financial Planning & Analysis (FP&A).
- Ensure that all vendor engagements comply with applicable regulatory requirements, including GCP, GMP, and GLP standards, and coordinate with Quality Assurance on vendor audit activities and CAPA oversight.
- Build and lead the Procurement & Outsourcing Management function, including hiring and developing internal team members and establishing scalable processes appropriate to the company's stage of growth.
- Monitor industry trends, vendor market intelligence, and competitive benchmarking to inform sourcing strategy and maintain awareness of emerging outsourcing models, pricing benchmarks, and capability developments.

Qualifications:
- Education: Bachelor's degree in life sciences, business administration, supply chain management, or a related field required; advanced degree (MBA or MS) preferred.
- Minimum of 10+ years of procurement, outsourcing, or vendor management experience in the pharmaceutical or biotechnology industry
- 3 years in a leadership role preferred.
- Deep expertise in managing CRO and CMO relationships across clinical development and technical operations, including experience with full-service, functional service provider (FSP), and hybrid outsourcing models.
- Demonstrated experience developing and negotiating complex pharmaceutical contracts, including MSAs, SOWs, and change orders, with a strong understanding of risk allocation, payment terms, and performance milestones.
- Strong financial acumen with experience managing outsourced spend portfolios, forecasting vendor costs, and collaborating with Finance on budget tracking and accruals in a clinical-stage biotech environment.
- Familiarity with GCP, GMP, and GLP regulatory requirements as they relate to vendor qualification, audit readiness, and quality oversight of outsourced activities.
- Proven track record of influencing without authority across organizational boundaries, driving alignment among senior stakeholders, and building consensus on complex operational or financial priorities.
- Exceptional written and verbal communication skills with demonstrated ability to translate complex financial, contractual, or operational content for diverse audiences, including executive leadership, functional partners, and external vendors.
- Adept at facilitating productive dialogue in high-stakes meetings, negotiations, and multi-party collaborations; balances clarity, diplomacy, and analytical precision.
Salary Range:
The expected annual salary range for this position is listed below. Actual pay will be determined based on experience, qualifications, location, and other job-related factors permitted by law. A discretionary annual bonus and long-term incentive award (e.g., equity) may be available based on individual and Company performance.
Salary Range
$220,000 - $227,250 USD
