Position Summary: The HR Manager is responsible for managing and overseeing the day-to-day operations of the Human Resources function, including employee relations, HR administration, compliance, onboarding, HRIS management, benefits administration, and payroll processing. The HR Manager serves as a key resource to employees and leadership, ensuring HR policies and practices are consistently and effectively implemented.

The HR Manager will work closely with the Managing Director of Human Relations and organizational leadership to support employee engagement, maintain a positive work environment, and ensure compliance with applicable federal, state, and local employment laws and regulations. The successful candidate must be highly organized, detail-oriented, approachable, and capable of handling sensitive and confidential information with professionalism and discretion.

This is a 12-month position supervised by the Managing Director of Human Relations.

Core Responsibilities: 

HR Administration:

  • Manage the day-to-day administration of HR processes and procedures.
  • Maintain accurate HRIS records, up-to-date personnel files, benefits information, and time-off records to ensure integrity and accuracy of employee data.

 

  • Oversee the new employee onboarding process, including required paperwork, documentation, orientation, and HRIS entry.

Employee Relations:

  • Manage and assist with the resolution of employee issues and conflicts in a timely, professional, and consistent manner.
  • Partner with the Managing Director of Human Relations and leadership on employee relations matters, performance concerns, and corrective action when appropriate.
  • Conduct and/or assist with employee surveys, feedback sessions, and engagement initiatives.

Compliance:

  • Ensure required employee clearances and employment documentation are obtained, maintained, and monitored.
  • Assist with HR audits, investigations, and compliance reviews as needed.
  • Maintain accurate documentation related to employee relations, compliance, and HR processes.

Payroll

  •  Manage and process full-cycle payroll, ensuring accurate and timely payroll processing.
  • Review Personnel Action Forms (PAFs) and ensure payroll changes are accurately reflected in the payroll system.
  • Maintain payroll notes, payroll spreadsheets, and supporting documentation.
  • Process manual checks, payroll adjustments, and other payroll-related entries.
  • Audit payroll for accuracy and identify, investigate, and resolve discrepancies.
  • Coordinate with the Finance Director regarding payroll processing and submission.

 

Additional responsibilities: 

 

  • Work collaboratively with HR team members and provide backup and assistance as required
  • Provide input into HR policies and practices, both current and evolving
  • Provide other HR administration support as required

Qualifications: 

Education and Experience: 

  • Bachelor's degree in human resources or 5+ years of related field and/or equivalent experience.
  • 2+ years of experience in managing payroll processing
  • Experience with Microsoft Office (Word, Excel, and PowerPoint).
  • Experience with HRIS software.
  • Ability to work collaboratively and effectively in a dynamic and fast-paced team environment, required
  • Exceptional attention to detail
  • Excellent oral, written, and telephone communication skills, essential
  • Ability to creatively solve and present good solutions to problems, required
  • Superior time management and organizational skills, required
  • Pennsylvania State Police Criminal Background Check Clearance (Act 34)
  • Pennsylvania Child Abuse History Clearance (Act 151)
  • Federal Bureau of Investigation Record Check Clearance (Act 114)
  • Sexual Misconduct/Abuse Disclosure Clearance (Act 168)

  • Exceptional attention to detail and accuracy, particularly with payroll and employee records.
