Director of Data Management

Virtual

Hello, we’re Belong.

We partner with regional payers to deliver Medicare Advantage and Special Needs Plan products.

With a dual focus on data-driven, proactive clinical intervention and unwaveringly empathetic patient experience, Belong has completely reimagined health insurance for seniors and other Medicare-eligible individuals who have been disregarded and deprioritized for far too long.

We believe that only by recognizing individuals can we make communities strong.

Belong Health. Kinder, more supportive care.

The Director of Data Management is a hands-on leadership role responsible for enterprise-wide data integration, quality, governance, and master data management (MDM). The role requires strong technical proficiency—writing SQL queries, developing proof-of-concept (POC) solutions, and leveraging AI tools to streamline data delivery and quality initiatives.

This leader will work closely with Analytics, Data Engineering, and business stakeholders to define data requirements, deliver scalable data solutions, and ensure the reliability of operational data workflows.

The ideal candidate brings strong working knowledge and exposure to healthcare data, including Medicare Health Plan Data, Accountable Care Data, Provider Data, and other Government Datasets such as those from CMS (e.g., encounters, eligibility, and risk adjustment data). This role reports to the Chief Technology Officer (CTO) and plays a key role in ensuring the organization’s data is trustworthy, accessible, and aligned with business priorities.

Key Responsibilities

Data Governance & Strategy

  • Develop and lead enterprise data management strategies, including governance, MDM, metadata, and data quality programs.
  • Establish and enforce standards for data definitions, ownership, and stewardship across domains.
  • Implement frameworks for metadata management and data lineage to support transparency and compliance.

Cross-Functional Collaboration & Delivery

  • Work with Analytics and business stakeholders to gather and prioritize data requirements for reporting, analytics, and operational use.
  • Translate business needs into clear technical requirements and partner with Data Engineering for timely delivery.
  • Participate in solution design, testing, and validation to ensure fit-for-purpose data pipelines and assets.

 Client Engagement & Representation

  • Serve as a trusted advisor to clients and strategic partners on data management practices, solutions, and strategies.
  • Present data capabilities, solutions, and findings to client stakeholders at various levels.
  • Collaborate with clients to understand their data needs and translate them into actionable requirements.
  • Build and maintain strong client relationships through effective communication and delivery of high-quality data solutions.

Hands-On Execution

  • Write SQL queries to support data analysis, validation, profiling, and issue resolution.
  • Build or support the development of POCs to explore data integration, enrichment, or transformation approaches.
  • Leverage AI tools to support data mapping, de-duplication, anomaly detection, or workflow automation.
  • Troubleshoot and lead the resolution of complex data quality or integration issues.

Operational Oversight

  • Oversee day-to-day reliability and performance of key data pipelines and systems.
  • Monitor and maintain data quality and availability, ensuring timely resolution of data-related incidents.
  • Ensure compliance with healthcare data privacy and security regulations (e.g., HIPAA).
  • Drive process improvements to optimize ingestion, transformation, and delivery of enterprise data.

 Leadership & Enablement

  • Promote adoption of data governance practices and build alignment across business and technical stakeholders.
  • Champion a culture of accountability, quality, and collaboration in data management practices.
  • Provide technical leadership and mentoring to junior team members or contributors across departments.

Qualifications

  • 6+ years of experience in enterprise data management, including data governance, MDM, and data integration.
  • Strong working knowledge and hands-on experience with healthcare datasets, including commercial payer data (Medical and Rx Claims, Eligibility), provider data (FHIR, HL7, CCDA), and public data such as CMS Claims, Encounters, MMR, Enrollment, to name a few.
  • Proficient in SQL and data validation techniques; comfortable working directly with large, complex datasets.
  • Experience using Analytics platforms such as Tableau, Quicksight, Looker, or equivalent.
  • Experience building or working with AI-augmented data tools is a plus.
  • Familiarity with healthcare regulatory requirements (HIPAA, CMS rules) and data privacy standards.
  • Proven success in managing cross-functional data initiatives and delivering reliable, scalable solutions.

Form CC-305
OMB Control Number 1250-0005
Expires 04/30/2026

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
