Bitfarms is building one of Canada’s largest purpose-built AI and high-performance computing campuses — a 96 MW facility in Sherbrooke, Quebec that will anchor the next generation of digital infrastructure in the province. The Project Director, Data Center Development is the accountable day-to-day leader responsible for the end-to-end delivery of Bitfarms’ 96 MW high-performance computing (HPC) data center campus in Quebec. Reporting to the SVP, Construction, this role owns project execution from pre-construction through commissioning — driving schedule, budget, quality, and safety outcomes through a combination of direct oversight and close collaboration with an existing owner’s representative team, as well as the management of external consultants, contractors, and vendors.
This is a hands-on leadership position suited to an experienced construction professional with a track record of delivering large-scale, complex infrastructure projects on time and on budget. The ideal candidate combines strong cost management discipline with the judgment to both produce and critically review project deliverables — budgets, schedules, risk registers, and contractor work products — whether generated internally or by an owner’s rep partner. The role requires someone equally comfortable building a schedule from scratch and pressure-testing one built by others.
This role requires full bilingual fluency in English and French and is expected to be in-office or on-site a minimum of four (4) days per week.
Key Responsibilities
Project Delivery & Execution
- Serve as the single point of accountability for the delivery of a 96 MW data center campus, from design development through construction, commissioning, and turnover.
- Work closely with the existing owner’s representative team to align on project governance, reporting, and decision-making protocols; provide direction and oversight of owner’s rep deliverables
- Manage and coordinate the work of Architects & Engineers (A&E) firms, General Contractors (GC), commissioning agents, and other third-party consultants and vendors
- Establish, maintain, and critically review the master project schedule — whether self-developed or produced by the owner’s rep or GC — identifying critical path items, managing float, and driving milestone adherence
- Lead regular project coordination meetings, site inspections, milestone reviews, and quality assessments
- Establish clear governance protocols, reporting cadence, and escalation procedures across all external partners including the owner’s rep team
- Ensure comprehensive documentation, as-builts, and knowledge capture throughout the project lifecycle
Safety & Quality
- Establish and enforce project safety standards across all contractor and vendor teams on site, including the owner’s rep team’s adherence to site safety protocols and AHJ regulatory standards
- Ensure all work meets or exceeds applicable building codes, corporate standards, and industry best practices for critical infrastructure
- Drive a culture of safety and quality across the project site from day one
- In collaboration with corporate safety director and vendor safety managers, review and validate safety plans, quality assurance/quality control (QA/QC) programs, and inspection protocols submitted by contractors and the owner’s rep team
Cost & Budget Management
- Own the project budget end-to-end, maintaining rigorous cost tracking, forecasting, and variance analysis
- Review, validate, and challenge budget submissions, cost reports, and financial deliverables produced by the owner’s rep team, GC, and other project partners — ensuring accuracy, completeness, and alignment with project objectives
- Review and validate contractor pay applications, change orders, and claims
- Identify cost risks early and implement mitigation strategies to protect project economics
- Prepare regular financial reports and budget-to-actual reporting for executive project sponsors and senior leadership
- Drive value engineering and cost optimization opportunities without compromising quality, schedule, or safety
Procurement & Vendor Management
- Support procurement strategy and oversee vendor selection for major scopes of work including:
- Power distribution and electrical infrastructure
- Cooling systems and mechanical infrastructure
- Structural, civil, and site development work
- Commissioning services and testing protocols
- Manage commercial relationships with key contractors and suppliers, ensuring adherence to contract terms, schedules, and quality standards
- Ensure compliance with corporate procurement policies and approval authorities
- Negotiate and manage change orders, claims, and dispute resolution
Permitting & Regulatory Coordination
- Coordinate with internal teams and external consultants to ensure all permitting and regulatory requirements are met on schedule
- Maintain working relationships with municipal authorities, utility partners, and regulatory agencies relevant to the Sherbrooke project
- Oversee preparation and submission of required applications, environmental compliance documentation, and inspection processes
- Drive timely resolution of regulatory and permitting issues that could impact the project schedule
Stakeholder Coordination
- Serve as the primary project-level interface between the Quebec development and internal cross-functional teams (engineering, finance, legal, operations)
- Provide regular, clear project status reporting to the SVP, Construction and senior leadership
- Coordinate with internal power team and utility partners on interconnection, power delivery, and related infrastructure requirements
- Support community and municipal engagement as needed in partnership with corporate affairs
Requirements
Experience & Background
- Minimum 10 years of experience in large-scale construction project management, infrastructure development, or related fields
- Minimum 5 years in a Project Director, Senior Project Manager, or equivalent role with direct accountability for project delivery
- Demonstrated success delivering complex construction projects valued at $100M+ involving multiple contractors and stakeholders
- Strong cost management experience including budget development, cost tracking, change order management, and financial reporting — with demonstrated ability to both produce and critically review these deliverables as an owner’s representative or on behalf of the owner
- Experience with data center, mission-critical facility, or heavy industrial/power infrastructure construction strongly preferred
- Proven track record managing A&E firms, General Contractors, owner’s rep teams, and commissioning agents
- Experience with utility interconnection processes and municipal permitting in Quebec is an asset
- Experience working alongside or overseeing owner’s representative firms on major capital projects is a strong asset
Technical Knowledge
- Working knowledge of data center design and construction, power distribution systems, and critical infrastructure requirements
- Familiarity with construction contract structures (GMP, lump sum, design-build, CM at-risk)
- Understanding of environmental permitting, zoning, and municipal development processes, particularly in Quebec
- Proficiency with project management and cost control tools (e.g., Procore, Primavera P6, MS Project, or equivalent)
Leadership & Competencies
- Full bilingual fluency in English and French (spoken and written) — required
- Exceptional organizational skills with the ability to manage complex, multi-workstream projects simultaneously
- Strong commercial and contract management acumen
- Clear, direct communication style with the ability to translate technical and construction detail for non-technical stakeholders
- Results-driven with a strong sense of urgency and accountability
- Collaborative working style with the ability to coordinate across internal teams and external partners
- Sound judgment and decision-making ability in fast-moving, ambiguous situations
Educational Requirements
- Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field
- Professional certifications such as PMP, P.Eng., Gold Seal, or equivalent are considered assets
- MBA or equivalent advanced credential is a plus but not required
