Program Manager, Career and Technical Education

New York, New York, United States

Background:

Bloomberg Philanthropies works to create catalytic change across five areas of focus: arts and culture, education, the environment, government innovation, and public health. Our mission is to ensure better, longer lives for the greatest number of people. Our approach is rooted in Mike Bloomberg's unique experience and success across business, government, and philanthropy.

Our Program:

Bloomberg Philanthropies' Career and Technical Education (CTE) Program seeks to expand high-quality career programs and pathways for students who may not pursue a traditional four-year college pathway immediately after high school, helping more young people access high-demand careers, family-sustaining wages, and greater economic mobility.

As the CTE portfolio grows, Bloomberg Philanthropies is focused not only on supporting individual communities, but also on understanding what works, identifying emerging lessons and best practices, and sharing that knowledge so successful approaches can be adapted and replicated by other communities, policymakers, funders, and education and workforce leaders.

The Position:

Bloomberg Philanthropies is seeking a Program Manager to help lead the work of the CTE portfolio including research, evaluation, and program management. The role will work across the portfolio to support program needs and help assess progress, identify emerging lessons, and translate findings into insights and resources that can strengthen programs and inform the broader field.

The Program Manager will also support national and regional convenings that bring together grantees and leaders across education, workforce, government, philanthropy, research, and industry to share lessons, address common challenges, and advance effective CTE and education-to-career pathways.

The role is based in New York City and will require regular domestic travel.

Essential duties and responsibilities:

Program Management & Strategy

  • Monitor program implementation, grant progress, and evaluation activities across the portfolio, reviewing and synthesizing grantee reports and other program materials.
  • Identify strategic opportunities and emerging challenges across the portfolio and provide regular updates and recommendations to leadership, highlighting progress, emerging lessons, and stories of impact.
  • Ensure coordination and learning across the CTE portfolio and with the broader Education team.
  • Help lead Bloomberg Philanthropies' calendar of national and regional convenings, learning sessions, and site visits, developing the agendas, content, and speakers that facilitate peer learning among grantees and advance the field.

Research, Evaluation & Learning

  • Lead research and evaluation activities across Bloomberg Philanthropies' CTE portfolio, working with external research partners, grantees, and internal teams.
  • Develop research questions, learning agendas, evaluation approaches, and metrics to assess program implementation, outcomes, and impact.
  • Collect, analyze, and synthesize quantitative and qualitative information from across the portfolio to identify trends, lessons, challenges, and opportunities.
  • Work with grantees to strengthen data collection, reporting, and use of data to inform program improvement.
  • Translate research and evaluation findings into clear, actionable insights for leadership, grantees, and external audiences.

Knowledge Development & Replication

  • Identify and document promising practices, successful models, and lessons learned across Bloomberg Philanthropies' CTE initiatives.
  • Lead the development of reports, case studies, briefs, toolkits, and other products that communicate lessons from the portfolio and inform the broader field.
  • Help identify which elements of successful programs may be transferable or adaptable to other communities and contexts.
  • Develop strategies for disseminating lessons and best practices to education and workforce leaders, policymakers, funders, employers, and other external partners.
  • Build relationships with grantees, researchers, government leaders, employers, funders, and other thought partners, and represent Bloomberg Philanthropies in national funder collaboratives, working groups, conferences, and other external forums
  • Stay current on emerging research, policy, and practice in CTE, education-to-workforce pathways, apprenticeships, employer engagement, and youth career development.

Qualifications:

  • 8+ years of relevant experience, including significant work in education, workforce development, CTE, research/evaluation, or a closely related field.
  • Outstanding interpersonal and relationship-building skills, with the ability to work effectively with colleagues, grantees, government officials, researchers, employers, funders, and other external partners.
  • Demonstrated experience leading or managing research, evaluation, learning, or knowledge-development projects, ideally involving multiple partners.
  • Ability to synthesize complex research and data into clear insights and high-quality reports, briefs, case studies, and presentations.
  • Strong experience planning and executing convenings, meetings, and other external engagements, with the ability to create productive environments for peer learning and collaboration.
  • Creative and strategic problem-solving skills, paired with the ability to influence, collaborate, and inspire others to achieve shared objectives.
  • Exceptional project management and organizational skills, with a demonstrated ability to manage multiple complex initiatives from concept through execution.
  • Highest standards of ethics, integrity, discretion, and confidentiality.
  • Willingness to engage in both strategic and administrative work, with a collaborative and hands-on working style.
  • Bachelor's degree required.
