Position Description

Bluebird Kids Health is seeking a visionary clinical operations leader with a patient and family-first mindset to lead the CARES Center, a best-in-class enterprise access and remote care platform that serves as a core operating engine in our value-based pediatric primary care model.

The CARES Center offers comprehensive access to resources, education, and support to our children and their families.   This role will design and orchestrate a broad range of services extending beyond a traditional in-bound call center to encompass clinical triage and remote urgent care, telephonic and digital outreach, care coordination, care management, and provider enablement services.  Reporting to the COO and collaborating closely with the Chief Medical Officer (CMO) and our Chief Product and Technology Officer, the Head of the CARES Center will be a key leader of the clinical operations team charged with leveraging technology and delivering services that enhance patient outcomes, ensure quality and safety, create an exceptional experience for our children and their families, lower total medical spending, and drive growth of the company.

What You’ll Do

Enterprise Access & Performance Ownership

  • Own all centralized clinical operations including patient access, outreach, clinical triage, care coordination, and care management services.
  • Establish and manage core access KPIs including speed to answer, abandonment rate, scheduling accuracy, first-contact resolution, and patient experience.
  • Balance access performance with staffing models, demand forecasting, and cost efficiency in a value-based environment.
  • Design and operate standardized, scalable workflows that support core CARES Center functions.
  • Partner with clinical leaders to develop and maintain clinical protocols, triage algorithms, escalation pathways, and safety standards.
  • Ensure seamless handoffs between the CARES Center and practice-based care teams.

Population Health Management & Value-Based Performance

  • In collaboration with clinical operations, analytics, and technology leaders, use data to segment populations, prioritize outreach, and deploy CARES Center resources to drive measurable improvements in quality, utilization, and outcomes.
  • Translate value-based contract requirements into daily operating priorities for the CARES team.
  • Lead care coordination services focused on children with complex needs, ensuring continuity across specialties, hospitals, and community resources.

Team Leadership & Operating Discipline

  • Build, lead, and develop a high-performing, multidisciplinary team across access, outreach, clinical triage, care coordination, and care management functions.
  • Establish clear roles, standard work, productivity expectations, and coaching systems.
  • Foster a culture of continuous improvement, accountability, and family-centered care.

Data, Technology & Continuous Improvement

  • Partner with Product and Technology to design tools, dashboards, and workflows that enable efficient, high-quality centralized care.
  • Use data and analytics to monitor performance, identify gaps, and drive operational improvements.
  • Lead process improvement and innovation initiatives that improve access, outcomes, and cost.

Financial Stewardship & Compliance

  • Own CARES Center operating budgets, staffing models, and vendor relationships.
  • Ensure compliance with clinical, regulatory, and payer requirements.
  • Balance growth, quality, and cost in a value-based care context.

Other duties as assigned

How Success Is Measured

  • Improved access and patient experience performance
  • Measurable improvements in engagement, care gap closure, and clinical outcomes
  • Reduction in avoidable utilization (ED visits, inpatient stays, etc)
  • Strong CARES Center team culture, productivity, and performance
  • Scalable, standardized operations that support growth across markets

What You’ll Need

  • Proficiency in data analytics to guide decision-making and improve service delivery.
  • Strong leadership and communication skills, with the ability to inspire a team and drive cross-functional collaboration and complex projects.
  • A strategic thinker with a hands-on approach to problem-solving and decision-making.
  • Advanced degree in a relevant field (e.g., MBA, MHA, MS, or equivalent) strongly preferred.

Form CC-305

OMB Control Number 1250-0005
Expires 04/30/2026

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
