Position Summary

 Blue Moon Metals Inc., a publicly listed mining company with headquarters in Toronto, Canada, currently has 5 mining projects in Norway and the United States.  The projects Nussir and Nye Sulitjelma Gruver (NSG) in Norway are making strong progress; Nussir has grown from 10 employees in 2025 to now over 40 and expects continued growth. Nussir, located in Repparfjord, has surpassed 1000 metres into the underground mine tunnel, and construction has commenced on the site infrastructure.  NSG currently has a geological exploration program underway.

The Human Resources Manager is responsible for leading all HR functions for the company’s Norwegian operations, supporting project development and operational phases. This role will partner closely with site leadership and corporate teams to build a high-performing workforce, ensure compliance with Norwegian labour laws, and foster a strong organizational culture aligned with global standards.

The position plays a critical role in supporting a growing mining operation, requiring both strategic leadership and hands-on execution across all HR disciplines.

Key Responsibilities

 HR Leadership & Strategy

  • Develop and implement HR strategies aligned with corporate objectives and local operational needs
  • Act as a trusted advisor to senior leadership on organizational design, workforce planning, and change management
  • Support the transition from project phase to steady-state operations
  • Manage budget responsibility for HR-related costs

Talent Acquisition & Workforce Planning

  • Partner with Talent Acquisition to ensure end-to-end recruitment processes for technical, operational, and corporate roles
  • Build local and international talent pipelines for a remote and specialized workforce
  • Promote employer branding in Norway through partnerships with universities, trade schools, and industry networks

Employee Relations & Labour Compliance

  • Ensure compliance with Norwegian labour legislation, collective agreements, and regulatory requirements
  • Manage employee relations, including conflict resolution, disciplinary actions, and investigations
  • Act as liaison with unions, employee representatives, and external stakeholders
  • Complete the Norwegian personnel handbook which sets the framework for the Norwegian employee base

Performance & Organizational Development

  • Implement performance management systems and succession planning processes
  • Identify competency gaps and lead training and development initiatives
  • Support leadership development and coaching programs

Compensation, Benefits & HR Administration

  • Oversee compensation structures in line with local market conditions and global frameworks
  • Administer benefits programs, including pension schemes and insurance
  • Ensure accurate HR reporting, data management, and HRIS utilization

Health, Safety & Wellbeing

  • Collaborate with Health & Safety teams to promote a strong safety culture
  • Support employee wellbeing programs, including mental health and work-life balance initiatives
  • Manage absenteeism and return-to-work programs

Site & Community Engagement

  • Support local hiring initiatives and community engagement strategies, including the Norwegian Mining Trainee Program
  • Contribute to building a positive social license to operate in local communities
  • Represent the company at industry events, job fairs, vocational schools and community forums

Qualifications & Experience

  • Bachelor’s or Master’s degree in Human Resources, Business Administration, or related field
  • Minimum 7 years of progressive HR experience, preferably in mining, construction, energy, or heavy industry
  • Strong knowledge of Norwegian labour laws and regulations
  • Experience working in remote or site-based environments is highly desirable
  • Proven experience supporting large-scale projects or rapidly growing organizations

  • Excellent communication skills in Norwegian and English (written and spoken)

Additional Information

 The role may require periodic travel to remote site locations and corporate offices within Norway, i.e. estimated 10% annual travel
