Technology Program Manager, TS/SCI

Position Summary

We are seeking an exceptional Technology Product Manager who embodies the principles outlined in Marty Cagan's INSPIRED methodology. This role requires a product leader who can discover products customers love, that work for the business, and that engineering teams can build. You will work directly with cross-functional teams to solve hard problems for our customers through technology.

The ideal candidate understands that great products are built by empowered product teams working collaboratively to solve problems, not by feature factories executing roadmaps.


Key Responsibilities

Product Discovery & Strategy

  • Customer Problem Solving: Identify and deeply understand customer problems, pain points, and unmet needs through continuous customer research and data analysis
  • Opportunity Assessment: Evaluate and prioritize opportunities using frameworks that balance customer value, business viability, and technical feasibility
  • Product Vision & Strategy: Develop compelling product vision and strategy that aligns with company objectives and inspires the product team
  • Roadmap Evolution: Maintain outcome-based roadmaps that focus on solving problems rather than delivering features

Cross-Functional Leadership

  • Product Team Collaboration: Work closely with product design and engineering in a collaborative discovery process to rapidly test ideas and validate solutions
  • Stakeholder Management: Partner effectively with sales, marketing, customer success, and other business functions while maintaining product team autonomy
  • Data-Driven Decisions: Use quantitative and qualitative data to inform product decisions and measure success
  • Technical Partnership: Collaborate closely with engineering to understand technical constraints and possibilities

Product Delivery & Optimization

  • Rapid Experimentation: Design and execute experiments to validate product hypotheses quickly and cost-effectively
  • User Experience Focus: Ensure products deliver exceptional user experiences that solve real customer problems
  • Performance Measurement: Define and track key product metrics that demonstrate customer and business value
  • Continuous Improvement: Iterate on products based on user feedback, data insights, and changing market conditions

Product Leadership

  • Team Empowerment: Foster an environment where the product team is empowered to discover the best solutions to customer problems
  • Innovation Culture: Promote a culture of experimentation, learning, and innovation within the product organization
  • Knowledge Sharing: Share insights and learnings across the product organization to elevate overall product capabilities

Required Qualifications

Core Product Management Experience

  • 5+ years of product management experience in technology companies, with demonstrated success in product discovery and delivery
  • Experience in MSFT, Google, AWS or technology startups
  • Experience working with the Federal Government is a plus
  • TS/SCI Clearance
  • Proven track record of launching successful products that customers love and that drive business results
  • Strong analytical skills with experience using data to inform product decisions and measure outcomes
  • Customer-centric mindset with experience conducting user research, customer interviews, and usability testing

Technical Competency

  • Technical fluency sufficient to collaborate effectively with engineering teams and understand technical trade-offs
  • Experience with modern product development practices including agile methodologies, rapid prototyping, and A/B testing
  • Understanding of software architecture and development processes to make informed product decisions
  • Familiarity with product analytics tools and experience interpreting complex data sets

Leadership & Communication

  • Exceptional communication skills with ability to articulate product vision, strategy, and rationale to diverse audiences
  • Collaborative leadership style that empowers teams while maintaining accountability for results
  • Influence without authority - ability to drive alignment and action across cross-functional teams
  • Strategic thinking combined with tactical execution capabilities

Business Acumen

  • Understanding of business models and how product decisions impact business outcomes
  • Market awareness with ability to assess competitive landscape and market opportunities
  • Customer development experience including experience talking to customers and understanding their needs
  • Experience with OKRs or similar goal-setting frameworks for measuring and driving outcomes
