Job Description:
Blue Water Thinking is seeking an experienced and dedicated SME - Facility Planning, Management and Environment of Care Safety to join our team, supporting a large project at the Department of Veterans Affairs (VA). This role focuses on providing expertise in infrastructure and capital management, ensuring compliance with safety standards, and driving policy development related to the environment of care and facility planning.
Key Responsibilities:
- Provide subject matter expertise in infrastructure and capital management to maintain and modernize VA facilities.
- Conduct market-based facility planning, build vs. buy analyses, and capital asset assessments.
- Evaluate VA facility engineering and safety programs, identifying areas for improvement and implementing hazard abatement and surveillance procedures.
- Conduct root cause analyses on a variety of topics and provide expert consultation on capital asset, EOC, and safety-related policies.
- Develop and prepare policies, reports, safety, occupational health, and fire prevention-related correspondence.
- Conduct workplace safety inspections and ensure contractor compliance with safety, occupational health, and fire prevention standards on VA grounds.
- Instruct and train groups on safety practices, designing educational programs to enhance awareness and compliance.
- Provide expert knowledge on hazardous materials handling, storage, and disposal, and ensure adherence to related safety regulations.
- Apply emergency management methods such as first aid, rescue techniques, and threat assessments to ensure a safe working environment.
- Oversee accident investigations, including preservation of the accident scene, root cause analysis, and evidence handling.
- Ensure high-quality, cost-effective, and timely project results, establishing measurable objectives and priorities while delegating work effectively.

Minimum Qualifications:
- Master’s Degree.
- 20+ years of experience in facility planning, management, or environment of care safety, preferably within a large government or integrated healthcare system.
- Proven expertise in capital asset infrastructure, facility condition assessments, and safety risk evaluation.
- Fluent in English, with the ability to read, understand, speak, and write proficiently.
- Knowledge of safety and occupational health regulations, hazardous material handling, and emergency management methods.
Preferred Qualifications:
- Extensive experience working within the Department of Veterans Affairs (VA) or a similar large-scale government or healthcare organization.
- Familiarity with aerospace safety and engineering equipment operational characteristics.
- Strong analytical and communication skills with the ability to conduct root cause analysis and develop impactful safety policies.
Eligibility:
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
- Must be able to obtain and maintain the required federal public trust clearance for this role.
Compensation:
Salary for this position is determined by various factors, including location, the candidate’s particular combination of knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements.
The proposed salary range for this position is $157,000 - $177,000 as a full-time employee or up to $119.23/hr. as a 1099 contractor.
