Job Description:
Blue Water Thinking is seeking Program Analysts to support an upcoming program within the VA. Program Analysts will specialize in planning, coordinating, and executing systems integration and end-to-end testing activities to support technology implementation readiness efforts. This role works closely with VA stakeholders, technical teams, and program leadership to ensure successful testing of integrated systems, including coordination across multiple platforms and stakeholders to support program readiness.
Key Responsibilities:
- Support development and execution of systems integration and end-to-end (E2E) testing strategies
- Develop and maintain test artifacts, including master test strategies, test plans, test cases, and test scripts
- Coordinate testing activities across multiple systems, ensuring alignment with program schedules and milestones
- Support test data management, environment coordination, and test execution planning
- Facilitate integration testing and E2E testing across interconnected systems and external partners
- Track and manage defects, including supporting defect triage, resolution, and reporting processes
- Monitor testing progress and provide status updates to stakeholders and program leadership
- Provide input into Go/No-Go decisions based on testing outcomes and readiness assessments
- Coordinate with technical and business teams to ensure completeness and accuracy of testing efforts
- Ensure testing activities align with project schedules and Integrated Master Schedules (IMS)
- Support continuous improvement of testing processes, methodologies, and tools
- Assist in identifying risks, dependencies, and gaps in testing activities and recommend mitigation strategies
Required Qualifications:
- Bachelor’s degree in Project Management, Information Systems, Computer Science, or related discipline
- Minimum of 4 years of experience in systems integration and testing
- Experience with enterprise-level end-to-end testing
- Experience developing test strategies and plans
- Experience coordinating testing activities across multiple teams
- Experience managing enterprise testing initiatives
- Strong analytical and problem-solving skills
- Strong communication and stakeholder coordination skills
Preferred Qualifications:
- Experience supporting federal healthcare or VA programs
- Knowledge of healthcare systems or payer systems
- Agile/Scrum certification or ISTQB certification
Compensation:
Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below.
Salary range: $55,000 - $85,000
