Job Description:
Blue Water Thinking is seeking an experienced and dedicated Project Manager to join our team, supporting the Department of Veterans Affairs (VA). The selected candidate will be responsible for leading the analysis and evaluation of healthcare program effectiveness within the Veterans Health Administration (VHA), with a strong emphasis on workforce management, human resources consulting, and organizational performance improvement.
Key Responsibilities:
- Conduct comprehensive analysis and evaluation of VHA healthcare programs to assess effectiveness, efficiency, and alignment with strategic goals.
- Perform Human Resources functions including classification, staffing, employee relations, and labor relations, with the ability to specialize in one or more areas.
- Provide expert-level guidance on federal HR regulations, policies, and procedures, addressing complex and sensitive workforce challenges.
- Lead or support program reviews using systematic methodologies to evaluate current and future program performance and recommend improvements.
- Assess organizational design and workforce structures to enhance operational effectiveness and service delivery.
- Develop and implement performance metrics to measure program success, outcomes, and continuous improvement initiatives.
- Support execution of program operations to ensure achievement of established goals and objectives.
- Provide strategic input on program evaluation, organizational management, and project execution to increase productivity and performance.
- Identify resource requirements and assist in workforce planning and allocation strategies.
- Develop, analyze, and present program reports, dashboards, and briefings for leadership stakeholders.
- Serve as a team lead, as needed, across HR functional areas or program evaluation initiatives.
- Collaborate with cross-functional teams and senior leadership to drive data-informed decision-making.
Minimum Qualifications:
- Bachelor’s degree.
- Minimum of 8 years of relevant experience in program analysis, workforce management, or human resources consulting.
- Demonstrated experience applying federal HR regulations, including classification, staffing, and employee/labor relations.
- Proven ability to analyze complex programs and develop actionable recommendations to improve organizational performance.
- Experience developing performance metrics, conducting program evaluations, and producing executive-level reports.
Preferred Qualifications:
- Experience supporting the Veterans Health Administration (VHA) or Department of Veterans Affairs (VA).
- Proven experience in a large-scale, integrated healthcare system.
- Project management certification such as PMP or equivalent.
- Advanced degree in Human Resources, Public Administration, Healthcare Administration, or related field.
- Experience with workforce planning, organizational design, and change management initiatives.
- Strong stakeholder engagement and communication skills with federal clients.
Eligibility:
Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Must be able to obtain and maintain the required federal public trust clearance for this role.
Compensation:
Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies, and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below.
Salary range: $85,000 - $135,000
